Patrick Catena has served on Allegheny County Council representing District 4 since January 17, 2017, and has served as Council President since 2020. A third-generation resident of Carnegie, Pennsylvania, Catena comes from a family deeply rooted in the community and committed to public service.

He is the grandson of Richard and Suzanne Cavanagh and Dr. William P. Catena and Elizabeth Catena. Several members of the Catena family, including Dr. Michael R. Catena, have served the Carnegie community as physicians for decades, maintaining strong ties to the area. His father, the late Patrick Catena Sr., was a longtime member of the Carnegie Volunteer Fire and Rescue Bureau, while his mother, Ann, served as Assistant Principal at Sts. Simon and Jude School and has been active in community service for many years.

Catena graduated from Sts. Simon and Jude Grade School in Scott Township and from Bishop Canevin High School in 1991. He later earned a Bachelor of Arts in Political Science and Communications, along with a Certificate in Public Service, from the University of Pittsburgh in 1995.

As a lifelong resident and community leader in Carnegie, Catena has been actively involved in initiatives that strengthen the borough and improve quality of life. Following the devastation caused by Hurricane Ivan, he worked extensively to support the rebuilding of Carnegie’s Main Street and central business district, helping attract new businesses and stimulate economic development. He also helped establish a LERTA tax incentive program with the Carlynton School District to encourage investment and redevelopment.

Catena has played a leading role in numerous community projects, including advocating for funding for Carnegie’s three-phase park project, supporting youth programming through dedicated municipal funding, and helping develop community assets such as the Pitcher Skateboard Park and the Haunted Trail. He has also supported initiatives that enhance transparency and civic engagement, including the televising of borough council meetings and the implementation of Carnegie’s award-winning municipal website.

Since joining Allegheny County Council, Catena has taken an active leadership role in legislative initiatives related to public safety, economic development, fiscal oversight, and human services. As Council President, he has worked to strengthen budgetary oversight and accountability across county government, particularly within the Department of Human Services, which represents nearly a quarter of the county’s operating budget.

During his tenure, Catena has sponsored or co-sponsored legislation establishing a county demolition fund to assist municipalities in addressing blighted properties, improving environmental standards for county construction equipment, prohibiting discrimination in medical treatment settings, supporting local police departments with body-worn camera programs, enhancing operational readiness at the county’s 9-1-1 call center and jail, refining the county’s longtime owner-occupant property tax discount program, and creating a property tax credit for volunteer firefighters and nonprofit EMS personnel.

He has also supported policies such as the county’s paid sick leave regulations, which promote public health and provide essential protections for working families.

Known for working collaboratively across party lines, Catena has consistently advocated for a strong and effective County Council that serves both as a partner to the County Executive and as a critical check and balance within county government.

A dedicated father, Catena values family and community above all else. He enjoys spending time with his son Jack and remains active in community events, youth activities, and charitable initiatives throughout Carnegie and Allegheny County. His leadership, fiscal discipline, and commitment to public service continue to guide his work on behalf of the residents of District 4 and all of Allegheny County.
