Position Title: Public Health Nutritionist - WIC

Minimum Requirements:

A Bachelor's Degree from a college or university and/or State approved credentialing.

A Bachelor's Degree in Public Health Nutrition, Community Nutrition, Clinical Nutrition, Dietetics, or Nutritional Science, including coursework in basic nutrition, diet therapy, physiology, microbiology, chemistry and biochemistry is preferred.

Necessary Special Requirement: Possession of a valid automobile operator's license and the use of a company vehicle/automobile during working hours. You will be required to travel.

Education & School Transcripts

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Child Protection Clearances (formerly “Act 153 Clearances”)

The following clearances and background checks are required prior to commencement of employment and as a condition of continued employment:

  • PA State Police Criminal Record Check (PATCH)
  • FBI Criminal Record Check, from fingerprinting
  • PA Child Abuse History Clearance (PACA)

 

Employees will be reimbursed for costs of clearances upon start of the position.

Failure to complete the required clearances will result in termination as these clearances/credentials are a requirement of the position.

Who is Eligible

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Position Summary:

This is beginning level professional work in the field of public health nutrition.

Employees in this class provide beginning level community nutrition education services to WIC Program participants. Employees receive training designed to develop skills, knowledge and abilities needed to assess clients’ needs and use guided goal setting techniques with WIC participants. Work is performed in accordance with established regulations, policies and procedures under the direct supervision of a Public Health Nutrition Supervisor or Administrator.

Duties:

  • Assesses individual nutrition needs and makes recommendations for follow-up guidance.
  • Interprets current nutrition information to health professionals, agencies, and program participants.
  • Perform screening duties as needed which include; perform hemoglobin testing and measure participant anthropometrics.
  • Provides WIC benefits to program participants.
  • Serves as a member of the interdisciplinary health care team for individual case management.
  • Provides orientation in public health nutrition of new employees and students from health care professions.
  • Maintains records and prepares reports.
  • Performs related work as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Knowledge of the basic principles and practices of nutrition and dietetics, both normal and therapeutic.
  • Knowledge of methods utilized to assess nutritional problems of individuals, families and groups.
  • Knowledge of health care ethics and confidentiality of information.
  • Competent knowledge and use of Microsoft Office programs including Access, Word, PowerPoint, and Excel and other database programs.
  • Ability to represent ideas effectively, concisely and accurately, both orally and in writing and present themselves in a professional manner.
  • Knowledge of current developments in the field of public health nutrition.
  • Knowledge of the principles and practices related to providing nutrition information to institutions and group care facilities.

Ability to:

  • Ability to serve as a coordinator of a staff of paraprofessional and clerical staff in assigned offices.
  • Ability to implement public health nutrition policies and procedures with staff and program participants.
  • Ability to establish and maintain effective working relationships with professional and lay groups in implementing nutrition education programs.
