Minimum Requirements:
  • Bachelor’s Degree in Healthcare Administration, Business Administration, Health Information Management, or a related field. 

AND

  • Two (2) years of experience in healthcare administration or medical office management.

AND

  • Two (2) years of supervisory experience.


OR


  • One (1) year experience as an Office Manager within Allegheny County.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Position Summary:

The Clinical Services Bureau strives to provide quality medical and dental services to fill gaps in care to assure that all 1.2 million county residents receive services to maintain health.

The Practice Manager is responsible for the operations of the clinics (STI/HIV, Immunization, Tuberculosis, MOUD, and Pediatric Dental) including direction and control of the normal office functions relating to clinical flow, quality assurance, and high-quality patient care. They are also responsible for coordinating the implementation of new services in the clinics. Supervision is exercised over clinical staff. General supervision is received from a public health program administrator or a Deputy Director who evaluates work for adherence to department policies and procedures and for accomplishment of objectives.

Duties:

  • Designs and implements office policies by establishing standards and procedures, measuring results against standards, and making necessary adjustments. 
  • Manges revenue cycle including medical billing. 
  • Work together with Program Administrator and Deputy Director to ensure optimal clinical operations. 
  • Maintains office efficiency by managing patient appointments, patient registration, planning and implementing office systems, layouts, and equipment procurement.

  • Directly supervises office manager, nurse supervisors, and MOUD Care Coordinator including hiring, training and discipline. 
  • Manages disputes and conflicts involving patients and staff.
  • Identifies opportunities for growth and solutions for potential challenges.  
  • Ensures that clinical services are delivered in an equitable, evidence-based, efficient, and cost-effective manner 
  • Provides culturally competent services tailored to diverse populations, emphasizing health equity and stigma reduction. 
  • Ensures that clinical services meets the needs of the community and are adhering to all federal, state, and local standards of safety and quality for patients and staff. 
  • Supports ongoing quality improvement activities and initiatives, reviewing outcomes and recommending clinical improvements to enhance patient safety and service delivery. 
  • Performs related work as assigned.
