Position Title: Human Resource Information Systems (HRIS) Analyst

Salary: $55,000 to $62,000 per year, commensurate with experience

Minimum Requirements:
  • Bachelor’s degree (or equivalent experience) in Information Technology, Business, Human Resources, or a related field.
  • At least two (2) years of experience working with an HRIS or similar business system.
  • Experience with Infor CloudSuite HCM, Workday, SAP, SuccessFactors, Oracle PeopleSoft, ADP Workforce Now, or a similar SaaS HCM platform is preferred
  • Minimum of two (2) years of progressive experience in HR functions or data analysis is preferred
  • An equivalent combination of experience, education and/or training will be considered.

Position Summary:

Allegheny County is seeking a detail-oriented and technically proficient HRIS Analyst to support the integrity, efficiency, and development of our human capital management systems. This role ensures accurate data management, supports internal clients with reporting and analytics, and helps improve system functionality through testing and user feedback. The HRIS Analyst collaborates with HR and IT teams to enhance organizational operations and employee experience.



Overview:

The Department of Human Resources supports Allegheny County's most valuable asset: its workforce. Human Resources focuses on recruitment and staffing, organizational and employee development, labor and employee relations, diversity and inclusion, compensation and benefits, payroll, workers' compensation, and recordkeeping. 


Duties:

  • Maintain data accuracy and integrity in the HRIS through regular audits and resolution of discrepancies.
  • Contribute to system improvements intended to increase the quality of client and user experiences.
  • Ensure proper data security and compliance with internal protocols and relevant legislation.
  • Collect, analyze, and translate HR data into meaningful metrics and dashboards to support strategic decision-making.
  • Prepare regular and ad hoc reports for internal clients across departments.
  • Serve as a primary point of contact for system-related inquiries, troubleshooting user issues and coordinating with subject matter experts or vendors when needed.
  • Participate in system upgrades, testing, and configuration to ensure alignment with organizational needs.
  • Create and maintain system documentation, user guides, and support materials.
  • Develop and facilitate training sessions and tools to support end-users in effective system utilization.
  • Monitor system updates and product developments; recommend and implement improvements as appropriate.

Knowledge, Skills, and Abilities

Knowledge of:

  • HCM, HRIS, TMS, and ATS (systems) or others such as Infor CloudSuite HCM, Workday, SAP, SuccessFactors, Oracle PeopleSoft, ADP Workforce Now, or a similar SaaS HCM platform is preferred
  • System support techniques to resolve issues proactively.
  • IT security principles, standards, and legal requirements.
  • Familiarity with HR operations, project management principles, and QA/UAT testing methodologies.

Skill in:

  • Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint, Teams, Viso is a plus).
  • Leveraging HR data to inform decisions and identify trends.
  • Interpreting metrics and visualizations to support organizational insight.
  • Communicating findings through clear, compelling storytelling.
  • Effectively incorporating HR and technical requirements into the system.

Ability to:

  • Troubleshoot technical problems independently or with vendor assistance.
  • Develop and follow strategies to protect sensitive data at the system/application level.
  • Conduct system testing using recognized methodologies.
  • Create test cases and perform validations to ensure functionality and data accuracy.
  • Understand internal customer needs and delivers a responsive, value-driven service.
  • Solicit feedback to improve user experience and business processes.
