Minimum Requirements:
- A high school diploma or its equivalent AND four (4) years of experience researching and resolving problems using application software in a production environment
- An equivalent combination of education, training, or experience is acceptable
Preferred Requirements: A bachelor’s degree in Computer Science, Management Information Systems, Business Administration or a related field is preferred. Experience either academically or as a practitioner in a scientific laboratory setting, forensic science setting, or experience in evidence workflow using laboratory information management systems and on a .Net platform is preferred. Also preferred is experience with data entry system integrations.

Position Summary:
Under the direction of the Quality Manager, the Information Systems Specialist is responsible for configuring, maintaining, and supporting the laboratory information systems (LIMS). The incumbent is also responsible for the maintenance of the documentation management and workflow applications utilized within the Allegheny County Office of the Medical Examiner (ACOME) morgue and laboratory operations. A thorough understanding of all aspects of the application(s), including technical platform, functionality, user interface, administration, and maintenance tasks, is essential. This position plays a key role in maintaining assigned applications within the end-user environment.
Overview:
Duties:
- Configures, tests, and supports changes as indicated by users within the constraints of assigned applications, their technology platform, and Allegheny County's technology standards.
- Oversees and maintains the daily function and operations of the Laboratory Information Management System as well as documentation management and workflow application software specific to ACOME.
- Maintains a thorough understanding of all aspects of the application(s) including technical platform, functionality, user interface, administration, and maintenance tasks.
- Tests and troubleshoots configuration changes made to the application by the software company.
- Serves as the liaison between the Medical Examiner’s Office and the software company.
- Corresponds with and coordinates Medical Examiner’s Office Software projects with the Information Technology Division.
- Develops project specifications and time estimates.
- Develops and delivers training to end users.
- Works with the software company to resolve problems; performs related research.
- Collaborates with the software company in performing upgrades to the application to provide new functionality.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
- PowerBI, Crystal Reports and SQL and Oracle.
- Researching and resolving problems with the use of application software in a live environment.
- Design, configuration, and/or development of web and desktop front-end software, middle-tier components, and back-end database tables and procedures.
- Project management.
Skill in:
- Microsoft Office products such as Word, Excel, and PowerPoint.
Ability to:
- Communicate effectively, both orally and in writing.
- Interact with users across various knowledge levels.
- Interpret customer business needs and translate them into application and operational requirements.
- Ability to work effectively with little supervision, both alone and in a group.
- Establish effective working relationships, relationships with managers, co-workers, law enforcement agencies, the District Attorney’s Office, the Public Defender’s Office, and private attorneys.
