Salary: $60,000 - $70,000 per year commensurate with experience

Minimum Requirements:
  • A High School Diploma and six (6) years of experience planning, coordinating, managing, and evaluating programs within Public Administration, Business, Finance, or a related field.
  • An equivalent combination of education, training, or experience is acceptable (i.e., a related Bachelor’s degree may be substituted for four years of experience in planning, coordinating, managing, and evaluating programs).
  • Candidates with supervisory experience and with direct experience in and/or knowledge of Allegheny County’s procurement, contracting, and monitoring processes are preferred.

Position Summary:

The Compliance Manager reports directly to the Deputy Director and, under the direction of the Director of the Department of Children Initiatives, is responsible for developing, coordinating, and monitoring the compliance of the funds and contracts associated with DCI’s funding opportunities in the early learning and out of school time sectors. The incumbent supports advancing DCI’s goals and vision for improving child and youth outcomes and building the overall systems supporting Allegheny County’s children, youth, and families. This role is responsible for the direct supervision of the Contract Coordinator.



Overview:


Duties:

  • Leads a collaborative team responsible for the development and implementation of systems and processes for contract creation, distribution, procurement, management, monitoring, and reporting.
  • Oversees the quality control and assurance reviews of funding opportunity documents before advertisement, including standard special provisions, insurance requirements, bonding requirements, and other standard contract language.
  • Ensures the maintenance of all Departmental funds and contracts, including budgets, agreements, contracts, insurance files, payments, and change orders.
  • Acts as point of contact for Right-to-Know requests and routine audits.
  • Participates in program evaluation design and continuous quality improvement efforts.
  • Works collaboratively across departments and with external partners to improve the quality and capacity of services offered for children, youth, and their families.
  • Contributes to resource identification and development, including any associated data collection and reporting.
  • Represents DCI in promoting the achievement of the department’s mission and goals, particularly as they apply to equitable system change and capacity building.
  • Develops and delivers presentations as required.
  • Serves as a thought leader by staying abreast of information about best practices and local, state, and national policies, trends, and models. 
  • Performs other duties related to the overall goals of DCI as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Project development, planning, collaboration, evaluation, and quality assurance methodologies.
  • Principles of contract management and procurement of public funds.
  • Business administration, accounting, and insurance.

Skill in:

  • Microsoft Office Suite including Word, Excel, Outlook, and PowerPoint.
  • DocuSign.
  • OnBase and Oracle/ JD Edwards EnterpriseOne software experience preferred.

Ability to:

  • Comply with and communicate all applicable federal, state, local, and funding-specific policies and regulations.
  • Lead and oversee a collaborative team of employees.
  • Learn about the full range of programs, services, policies, and issues that impact Allegheny County’s children and youth and their families.
  • Interact and build relationships with a variety of constituencies, including but not limited to County and DCI staff, partner agencies, children and youth, family members, community partners, and providers.
  • Demonstrate strong collaboration, coalition-building, and facilitation skills.

  • Communicate effectively orally and in writing with a demonstrated ability to develop and deliver reports, recommendations, and presentations.

  • Utilize strong decision-making skills with the use of good judgments in recognizing the scope of authority.
  • Learn county-specific software, computer systems, and databases as needed.
