Minimum Requirements:

Seven (7) years of experience in security operations in a medium/maximum security facility including one (1) year of supervisory correctional experience AND successful graduation from an accredited correctional academy. A bachelor’s degree in criminal justice or a related field is preferred. An equivalent combination of education and experience may be substituted. Education may not be substituted for supervisory experience.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

Under the direction of the Chief Deputy Warden, Deputy Warden of Operations, Deputy Warden of Administration, Operations, and Employee Development and the Assistant Deputy Warden of Inmate Programs and Services, the Major is responsible for the safe, orderly operations of the facility and overall direction, deployment, and post coverage for the entire correctional officer workforce through the rank of Captain. The Major is also responsible for ensuring that all policies and procedures are adhered to.



Overview:


Duties:

  • Ensures that all employees, contractors, volunteers, and other entities conducting business within the facility are compliant with all Allegheny County Bureau of Corrections policies and procedures as well as Pennsylvania Code 37 and American Correctional Association (ACA) standards.
  • Provides direction and holds subordinate employees accountable.
  • Interviews correctional personnel up to the rank of Captain for hiring and promotion opportunities and ensures appropriate staffing levels, efficiently allocating staffing resources.
  • Reviews all Use of Force incidents to ensure compliance to policies and procedures.
  • Develops, reviews, and implements policies and procedures.
  • Conducts hearings and represents the department in arbitrations and other legal proceedings.
  • Directs the sanitation plans of the facility to ensure that the facility is clean and always prepared for inspection.
  • Ensures that inmate complaints are collected, recorded, assigned, and responded to in accordance with policy, tracking report status and providing reports to the Warden and Deputies as requested.
  • Oversees all inmate requests in Offender Management System (evolution) ensuring they are assigned and responded to in accordance with policy.
  • Conducts investigations into incidents as requested by the Warden and Deputy Wardens and maintains records related to these incidents.
  • Processes and reviews time sheets, roll call books, requisitions, evaluations, daily shift reports, incident reports, search reports, and inspections and maintains relevant files ensuring compliance.
  • Assists with jail population management initiatives.
  • Performs supervisory tasks in all aspects of the job, such as instructing and assigning responsibilities, planning initiatives, maintaining standards, and coordinating activities.
  • Supports the management and accountability of county resources and assets.
  • Supervises inmate correspondence, mailroom operations and inmate visitations.
  • Ensures the proper processing and releasing of inmates from the jail.
  • Manages the Program Review of all segregated inmates.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Correctional custody principles, practices, methods, and techniques.
  • Correctional policies, procedures, and requirements for the control of inmates.
  • Management practices and principles.
  • Laws and legal requirements relating to the operation of correctional facilities.
  • American Correctional Association (ACA) accreditation and the National Commission on Correctional Healthcare accreditation.
  • Pennsylvania State Title 37 Inspection, federal Inspections, and Department of Health Inspections.
  • Chapter 205 compliance.

Skill in:

  • NCIC/Clean System.
  • Offender Management System preferred.

  • Efficiently manage personnel and resources within a complex operation.

  • Effectively render sound judgement and decisions considering all relevant/penitent factors.
  • Ability to use or and learn various technology platforms as needed for the operations of the facility to include Microsoft application, management information systems, NCIC, ASAP, CCTV viewing and recording systems, etc.
  • Work independently as well as within a team environment.



Residency: Not required to live in Allegheny County
