Minimum Requirements:

High School Diploma or its equivalent and one (1) year of general office experience are required. Legal/paralegal experience specific to the Division is preferred. An equivalent combination of education and experience may be substituted.

Applicants will be required to take a typing test for speed and accuracy and score a minimum of 30 words per minute. Applicants will be required to take a general math test including fiscal skills.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.


Position Summary:

The Clerk 5 performs clerical and fiscal duties. Duties are performed in an office setting. The individual will receive general instruction at times and very detailed instruction at other times, depending on the circumstances, but often the individual will be able to exercise their own judgment in completing tasks. The work varies and the individual is, at times, required to change their approach in completing assignments.

Duties:

Duties vary by Division and may include the following:

  • Engages in intensive customer service assistance, dealing with the public, courts, and court-related agencies.
  • Corresponds and communicates with other government entities.
  • Initiates and receives phone calls on delinquent accounts.
  • Develops payment arrangements on Criminal cases where monies are owed.
  • Prepares and transmits cases on appeal to the higher courts electronically and by mail.
  • Assesses fines, court costs, and restitution as ordered by the courts.
  • Determines and applies fees for each filing.
  • Reviews and accepts/rejects inheritance tax returns and electronically filed documents.
  • Accepts and processes ACH payments.
  • Accepts electronically filed tax liens from outside agencies.
  • Completes research for problem cases.
  • Conducts in-depth research in CPCMS.
  • Approves documents and pleadings for filing which require knowledge of Rules of Procedure or interpretation of statues.
  • Enters court orders, awards, and verdicts.
  • Enters administrative and district justice orders creating new case numbers.
  • Enters secondary pleadings and additional information on to the docket.
  • Performs service by mail of orders and pleadings as per local rules.
  • Prepares original divorce decrees and exemplifications of orders.
  • Transmits pleadings to Orphans’ Court daily and creates a log of those pleadings.
  • Prepares audit list for Orphans’ Court.
  • Transmits audit list for advertisement to newspapers.
  • Prepares certified copies, citations, and adoption certificates.
  • Accepts payments for filings and issues receipts as required.
  • Balances cashier session and submits receipts, cash, and checks to the fiscal section.
  • Applies payments and refunds.
  • Performs other related duties as required or requested.

Knowledge of:

  • Data entry procedures and related office practices.
  • Computer features and functions.
  • Rules of Procedure.
  • Basic bookkeeping.



Skill in:

  • Basic computer proficiency including Windows-based programs.

  • Maintain accurate records.
  • Proofread and verify data.

  • Follow oral and written instructions.
  • Learn to use new computer software as required.

  • Enter data accurately and promptly into a computer.
  • Count and process large cash payments.
  • Interpret and act on orders of court and Rules of Procedure when necessary.
  • Lift a minimum of 25 pounds.
  • Work in a moderate noise level environment.

Residency: Allegheny County within 1 year.
