Position Title: Payroll Technician

Salary: $51,000 - $58,000 per year commensurate with experience.

Minimum Requirements:

A high school diploma or its equivalent AND two (2) years of experience in payroll processing or a related field. An equivalent combination of education and experience may be substituted. Experience with JD Edwards or similar HR/Payroll system is a plus.

 It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position.

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.


Position Summary:

Under the supervision of the Manager of Employment & Compensation, the Payroll Technician’s primary functions are to process time records for the preparation of paychecks to all employees and the processing of various personnel actions. Duties include uploading and auditing of time records, production of payroll vouchers, entering of personnel transactions, implementation of union contractual salary increases, and assisting department payroll representatives in resolution of payroll processing problems and /or issues.

Duties:
  • Uploads time records for all County departments through online time and attendance system from various time keeping systems into the JDE payroll system.
  • Views and performs audits on time submitted by departments using various payroll closing reports.
  • Prepares payroll vouchers for all County departments.
  • Works with departments to ensure corrections and resubmission of inaccurate time records; corrects department time records as needed to assure accurate reporting of time record; assists department payroll representatives in resolving time record problems.
  • Enters out-of-pay period time records and/or benefit time accrual changes into payroll system as required.
  • Enters various departmental personnel actions (new hires, terminations, transfers, raises) into HR/Payroll system.
  • Works with Controller’s Office in the creation of new positions and/or title changes to positions.
  • Creates rate charts, revises salary pay grids and implements contractual salary increases as determined by Collective Bargaining Unit agreements.
  • Maintains Employee Master file in HR/Payroll system.
  • Verifies and completes authorized employment verification forms.
  • Enrolls employees in various payroll deductions (i.e., union dues, agency fees, parking fee, etc.).
  • Generates and disseminates various system reports on a regular and/or ad hoc basis as requested or required (deduction/cancellation reports, residency, termination and transfer, etc.).
  • Attends and participates in meetings related to processing of personnel actions and contractual implementations.
  • Performs related work as required.

Knowledge, Skills, and Abilities: Knowledge of:
  • JDE payroll system.
  • Microsoft Office Products with strong emphasis on Excel.
  • General office practices and procedures such as filing and record keeping.
  • Business math.
  • Customer service practices and procedures.

Ability to:
  • Operate office equipment, i.e. copier, fax, calculator, etc. and perform significant data entry work daily.
  • Prioritize and accurately perform work in a timely manner.
  • Proficiently use programs including JDE, Excel, Word, and Outlook.
  • Work independently under general supervision in a team environment.
  • Communicate effectively, both orally and in writing, with supervisors, coworkers, and external parties as required.
  • Maintain confidentiality of employees personal and payroll information.
  • Occasionally work weekends and/or varied hours.
  • Establish and maintain effective working relationships with managers, coworkers, and external parties.
