Salary: $69,500.00 - $71,900.00 per year

Minimum Requirements:
  • Bachelor’s Degree in Architecture, Construction Management or a related field from an accredited institution AND three (3) years of experience in facility maintenance operations, construction project management or general construction, or
  • An equivalent combination of education, training, and experience is acceptable.

Position Summary:

Under the supervision of the Deputy Director, this position manages construction projects from design through construction and close out. The Project Manager develops project scope, budgets, and statements. This position coordinates the activities of the design team, including architects, engineers and consultants throughout the design process as well as communicates and provides reports to the architect and senior management. The Project Manager promulgates processes and resolves issues as they arise and ensures the final product meets the requirements of the contract documents and the County’s design/construction standards. This positions reviews and approves payments of design professionals, construction contractors and material/equipment vendors; projects include new construction, renovation of existing spaces and major maintenance of existing building and County infrastructure. This position also manages processes including the management and tracking of the design and construction budget, furniture, fixtures and equipment, and coordinates the start-up of major utilities. The Project Manager evaluates design professionals and contractors at the close of a project; Department assignments may vary by season.

Duties:

  • Assists with contract preparation and project management.
  • Evaluates project sites for recommended improvements.
  • Collaborates with project management personnel, outside vendors, contractors, and design professionals to ensure comprehensive satisfaction of the end user for all projects assigned.
  • Inspects worksites where outside parties (utilities, etc.) have received permission to perform work on County property.
  • Responds to public requests for information and/or action.
  • Maintains project schedules on a weekly basis, reporting any potential issues to management.
  • Completes all necessary/required paperwork essential for all phases of the project in compliance with established policies and procedures.
  • Ensures that all construction activities are carried out in a safe and secure manner and all regulatory requirements are met.
  • Ensures satisfactory completion of every project assigned including the completion of punch lists, phone and data installation, furniture, and equipment placement.
  • Ensures all construction activities are carried out in a safe and secure manner.
  • Leads the development of the project score of work, budget and timeline, and ensures that the design and construction teams are meeting the stated objectives.
  • Introduces new ideas and methods to manage projects more efficiently.
  • Monitors market and industry trends to ensure new methods of executing work are investigated and implemented within the department.
  • Calculates material quantities for bidding purposes.
  • Provides oversight for the execution of assigned projects.
  • Liaisons with architects/engineers as required through the design and construction process.
  • Conducts meetings to review project status and develop punch lists.
  • Reviews and approves design professional and construction contractors’ applications for payment.
  • Performs other related duties as required or requested.

Residency: Allegheny County within 1 year.
