Minimum Requirements:

One year of experience as a Public Health Administrator Trainee


Bachelor’s Degree public health, public administration, education, communications, behavioral sciences, or a related field and three (3) years of professional public health program experience, including one (1) year of administrative or supervisory experience


Master’s Degree in public health, public administration, education, communications, behavioral sciences, or a related field and one (1) year of administrative or supervisory experience


Any equivalent combination of experience and training.

Description: Measures basic computer skills, basic knowledge of Microsoft Excel and Outlook, and typing. Non-ACHD applicants must pass a computer literacy examination administered by the Allegheny County Health Department with a score of 75% or higher.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law. 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

This position is contingent upon grant funding.

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department. To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is administrative, management and professional work in planning, directing and coordinating public health activities in the field of public health. 

 An employee in this class may serve as an assistant to a higher level public health administrator or may have the responsibility for administering a generalized program of public health services. Work may involve assisting in administering an assigned aspect of a generalized program of public health field services or performing duties of equivalent difficulty and responsibility in an assigned phase of public health services on a county-wide basis. Duties delegated to an employee in this class are designed to widen the scope of his experience and preparing for broader administrative responsibility in the field of public health. Supervision may be exercised over adjunctive professional, technical and clerical personnel. Work is performed under the immediate direction of a higher level public health administrator and reviewed for conformance to departmental policies and procedures and for satisfactorily progressive achievement through conferences, reports and observations.


Assist a high level public health administrator in the administration of a public health program on a county-wide basis or in the administration of a generalized program of public health services. Provides administrative/management services to departmental personnel, outside individuals, professional and lay groups, varied local health groups and others. Performs duties of an administrative/management nature as assigned, such as the planning of program and budget requirements; the collection, analysis, reporting and interpretation of public health program statistics; the direction of adjunctive professional, technical, clerical staff; the preparation and maintenance of pertinent records and reports. Performs related work as required.

Knowledge, Skills, and Abilities: Knowledge of:
  • Knowledge of the theory, principles, practices and current developments in the field of public health.
  • Knowledge of the theory and practices in public health administration.
  • Knowledge of medical jurisprudence including public health laws and regulations.
  • Knowledge of the functions or resources of Federal, State and local agencies in the field of public health.

Ability to:
  • Ability to establish and maintain effective working relationships with local health officials, associates, professional and lay groups and the general public.
  • Ability to speak and write in a manner necessary to promote public health policies.
  • Ability to exercise judgment and discretion in applying and interpreting departmental regulations and procedures.
  • Ability to respond to emergencies.
