Salary: $100,000 - $104,805.12 per yer

Minimum Requirements:

A Master’s Degree in human resource management, labor relations, or a closely related field AND five (5) years of professional experience in the administration of human resource programs, including three years in a supervisory capacity OR an equivalent combination of experience and training.

It is the policy of Allegheny County that to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state in federal law.

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offers of employment. 


Position Summary:

The Assistant Deputy Director, Human Capital and HR Operations, Allegheny County Department of Human Services (DHS), Office of Administration (OA), Bureau of Human Resources/Training and Payroll (BHR/TP), under the direct authority and administrative and technical supervision of the Deputy Director, Allegheny County Department of Human Services (DHS), Office of Administration (OA), has direct oversight and responsibility of the Bureau of Human Resources/Training and Payroll (BHR) and for all human resource functions within that bureau, such as: talent and acquisition, workforce development/training, human resource operations/HR government relations (classification/compensation/organization and position control), employee relations, people analytics and other integral human resource related matters. The incumbent in this classification provides human resource services to a large and complex workforce within DHS as it includes, multiple unions and their accompanying staff, numerous management/confidential staff within a merit based system as well as a variety of special services within the five (5) program offices of the Department of Human Services (DHS), which consists of the Office of Children, Youth and Families (OCYF), Office of Behavioral Health (OBH), Office of Developmental Support (ODS), Area Agency on Aging (AAA), Office of Community Services (OCS) and four (4) supporting offices of the Office of Administration, Office Analytics, Technology and Planning (ATP), Office of Community Relations (OCR), Office of Community Services (OCS); and Executive Office (EO) while working in conjunction with the Allegheny County Offices of Human Resources, Budget, Controller, and Manager and the State Departments of Administration, PA DHS County Programs (OBH, ODS, CYF), PA Aging, PA Bureau of Drug and Alcohol Programs, and PA State Civil Service. The incumbent in this classification reviews, analyzes, and develops necessary operational policies and procedures and assists the Deputy Director, OA, in planning, developing, and implementing comprehensive plans and budgets for DHS’s workforce ensuring the staffing needs of DHS.



Duties:
  • Ensures staffing quality and efficiency while utilizing and in keeping with established federal, state and county regulations and policies.
  • Reforms, modernizes, and builds the Bureau of Human Resources services team which include HR Operations/HR Government Relations, Talent and Acquisition, Employee Relations, Workforce Development/Training and HR Analytics.
  • Oversees and coordinates qualitative and quantitative data collection, analysis, and data display to support the HR and DHS goals so as to improve, identify systemic issues and make improvements across DHS as it relates to human resources.
  • Reviews, analyzes, and develops necessary operational policies and procedures in accordance with state, federal and county mandates, and regulations.
  • Assists the Deputy Director, OA, in planning, developing, and implementing comprehensive plans, budgets, policies and procedures for DHS’s workforce ensuring the staffing needs of DHS.
  • Oversees the County DHS Personnel Plan Adjustment and Decision Package submission.
  • Works with the Administrator, Bureau of Human Resources as it pertains to the CYF Needs Based Implementation Plan and Budget to determine current staff level, new staff and additional program needs.
  • Oversees and implements the County’s Compensation Plan for staff hiring, promotions, salary increases, demotions, etc. Makes recommendations to the Deputy Director, Office of Administration (OA) and/or the Executive Director, DHS.
  • Supports HR operations as it pertains to designing/creating organization charts, making staff allocations, assigning priorities in hiring, and developing new positions within the County and State level, onboarding, offboarding, salary increases, promotions, involuntary and voluntary demotions, merit increases, etc.
  • Assists in developing long-range strategic staffing plans that anticipate and prepare for workforce changes and staffing needs.
  • Provides technical and product oversight within the areas of Talent and Acquisition, Employee Relations, Workforce Development/Training and HR Analytics, by working with the Administrator, Bureau of Human Resources.
  • Establishes DHS values in how DHS treats its workforce and sets measurable goals for building and developing the workforce through implementation of best practices in keeping with the DHS mission of individual equity, inclusion, respect, and dignity.
  • Establishes a performance driven culture by utilizing proactive processes to inform, educate, and train DHS supervisory staff in the essential nature of the Employee Performance Review process and encourage federal and state compliance in this area.
  • Monitors, analyzes, and identifies strategic needs, gaps, and risks.
  • Works with the Administrator, BHR/TP as it relates to union negotiations with all unions represented within DHS.
  • Develops, executes, monitors, and evaluates the organizational talent recruitment and retention strategy.
  • Utilizes best practice within the area of conflict resolution through mediation, as necessary.
  • Verifies time and attendance for accuracy and approves staff benefit time, travel requests, training seminars, etc. of direct reports; completes and signs employee performance reviews.
  • Meets regularly with the Deputy Director, OA, the Executive Director, and other DHS Senior Staff to establish work priorities and formulate program policy; participates in meetings with the Pennsylvania Department of Human Services (PA DHS) and other State and local agencies that deal with the DHS; represents the Deputy Director, OA at various meetings as requested and conducts regular meetings with staff.
