Position Title: Assistant Deputy Director, Office of Equity and Engagement

Salary: $78,999.96 - $100,459.80 per year

Minimum Requirements:

A Bachelor’s Degree in a related field AND four (4) years of progressively responsible experience in the field of community relations, communications, advertising or a closely related field, including two (2) years in an administrative or supervisory capacity; An equivalent combination of education and experience may be substituted.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.

Position Summary:

Under the direction of the Deputy Director of the Office of Equity and Engagement (OEE), the Assistant Deputy Director of OEE develops and implements policies and procedures while focusing primarily on all strategic internal/external communications and public education, including branding, media relations, crisis management, social and digital marketing, and videography within the Office of Equity and Engagement. 

  • Directs internal and external communications efforts by overseeing/coordinating guidelines and processes.
  • Advises and assists the Deputy Director, OCR, with responsibilities.
  • Provides a primary leadership role in managing existing culturally, linguistically, and ADA appropriate, proactive communications efforts and conceptualizing, developing, implementing and managing new communications strategies with media, key stakeholders and, when appropriate, County and/or DHS Communications staff.
  • Manages crisis and disaster communications with media, key stakeholders, and County and/or DHS Communications staff.
  • Works with all DHS program and support offices, as well as contracted providers, to develop and manage culturally responsive, integrated, and comprehensive communications strategies for DHS.
  • Employs multiple strategies to unify and improve the efficiency, effectiveness, and reach of the DHS messaging.
  • Implements and/or assists in coordinating new and/or expanded innovative communications channels/venues undertaken by the Department. 
  • Manages the visual brand and communications voice of DHS. 
  • Provides consistent and accurate information to the media and other critical stakeholders.
  • Functions as a staff liaison to the other DHS and Allegheny County Offices and/or Officials.
  • Communicates with diverse stakeholders including media, providers, DHS staff and consumers.
  • Develops/implements communication goals, audiences and methodology to achieve effective results.
  • Interacts with DHS and provider staff, consumers and the general public.
  • Oversees/manages/evaluates OCR quality improvement programs and processes to provide efficient and effective communication and public relations efforts for DHS. Ensures OCR staff provides quality customer service to DHS Offices, provider staff, consumers and the general public.
  • Advocates the DHS vision and guiding principles.
  • Utilizes web based and PC software, including but not limited to Microsoft Office Suite. Develops reports and documents outcomes for advanced decision making. 
  • Works independently as the lead in DHS communication efforts.

Ability to:
  • Provide leadership and manage new communications strategies with the media, key stakeholders, the general public, and the County and/or DHS Communications staff 
  • Communicate effectively, both orally and in writing
  • Establish and maintain effective working relationships with supervisors, staff members, the media, and other critical stakeholders
  • Advocate the DHS vision and guiding principles
  • Use Microsoft Office Suite
