Position Title: Administrator, Quality Improvement

Salary: $92,612.28 - $97,612.32 per year

Minimum Requirements:

Master’s degree AND five (5) years of progressively responsible experience in quality assurance or quality improvement, including three (3) years in an administrative or supervisory capacity. An equivalent combination of education and experience may be substituted. 

Pre-employment Covid-19 Vaccination and Background Check Requirements: It is the policy of Allegheny County that to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state in federal law.

Position Summary:

The Administrator, Quality Improvement, Department of Human Services (DHS), Office of Analytics, Technology and Planning (ATP), under the authority of the Deputy Director, ATP, is responsible for the overseeing and directing quality improvement processes for DHS, including the Office of Children, Youth and Families, through Critical Incident Reviews and establishing and leading practice review and data analytics that lead to process improvements and early detection of issues. The incumbent oversees and manages staff and assists the Deputy Director, ATP with research and evaluation of DHS programs and services that involve clients, contracted providers, vendors, other governmental entities and community organizations.



Duties:
  • Directs/manages quality improvement processes for DHS.
  • Develops and implements policies, procedures and evaluation techniques based upon State/County mandates, regulations, and best practices.
  • Oversees and coordinates internal/external multi-disciplinary team reviews and planning processes to identify opportunities for improvement in practice and system integration. Makes recommendations to the Deputy Director, ATP and Director.
  • Manages the mandated Continuous Quality Improvement (CQI) processes including but not limited to multi-disciplinary child fatality/near fatality review process and quality service reviews within child welfare services, as well as other best practice CQI processes. Ensures all compiled data and reports are in line with CQI process requirements.
  • Oversees and coordinates qualitative and quantitative data collection, analysis and data display to support practice and system improvements across DHS.
  • Assists the Deputy Director, ATP with developing procedures, methodology and techniques for data collection, analysis and evaluation and makes recommendations, as necessary.
  • Serves as a liaison for ATP with DHS offices, State/County offices, contracted providers, and community groups/organizations. 
  • Works with quality improvement staff across DHS offices to augment and coordinate quality improvement processes.
  • Supervises all quality improvement staff in ATP.
  • Performs special projects as requested by the Deputy Director, ATP or the Director, DHS.

Knowledge, Skills, and Abilities: Knowledge of:
  • Knowledge of policies, practices, methods, and procedures involved in quality improvement practices.
  • Knowledge of quality improvement regulations as they relate to community human services programs.

Ability to:
  • Analyze, evaluate, and interpret data in order to develop or revise policies, procedures or techniques.
  • Develop, review, evaluate, coordinate, and implement plans and policies.
  • Plan and direct the work of professional staff.
  • Interpret rules, regulations, policies, and procedures in order to provide technical assistance.
  • Establish and maintain effective working relationships.
  • Communicate effectively both orally and in writing.
