Position Title: Fiscal Specialist, Housing and Homeless Services

Salary: $45,000 - $55,200 per year

Minimum Requirements:

A Bachelor’s Degree in Accounting or Finance field. 

It is the policy of Allegheny County that to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state in federal law. 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offers of employment. 


Position Summary:

The Fiscal Specialist, Housing/Homeless Services, Allegheny County Department of Human Services, (DHS),Office of Community Services (OCS), under the direction of the Deputy Director, Office of Community Services (OCS), performs professional, administrative, and fiscal duties and responsibilities involving the review, analysis, evaluation, monitoring and coordination of community homeless programs as a member of the Office of Community Services (OCS), Homeless Services Unit staff of the Allegheny County Department of Human Services. 



Duties:
  • Reviews and approves allowable monthly agency expense requests, as determined by HUD, the HEARTH Act and the CoC Interim Rule. R
  • Recommends corrective actions when an agency has issues regarding funding and timeliness of invoice submissions.
  • Coordinates with DHS Fiscal staff to ensure payment is received by contracted provider agencies.
  • Conducts on-site fiscal inspection and investigation in direct partnership with HUD and the Department of Human Services when inappropriate of fraudulent activities are suspected.
  • Works closely with agencies regarding appropriate spending of HUD grants and alerting supervisors of any ineligible activities being submitted.
  • Reviews and interprets all HUD, CoC, State Department of Human Services, Office of Social Programs, and Allegheny County regulations, policies, and bulletins.
  • Ensures contracted agencies are tracking data in the Homeless Management Information System and recommends corrective action for contracted agencies when needed.
  • Assists in the annual submission of the HUD Notice of Funding Availability application process including answering fiscal related questions, completion of individual projects applications, and other duties per HUD requirements in NOFA.
  • Processes contracts and work statements in the Master Provider Enterprise Repository.
  • Develops and maintains current knowledge of homeless principles and techniques through journals, regulations, and guidelines in order to provide optimum, technical assistance and planning to contract.
  • Reviews the HAP boilerplate contract and agency work statements and recommends addendum for revisions. 
  • Provides on-going technical assistance and training to agencies when needed.
  • Submits annual reports detailing the effectiveness of grant-funded programs to ensure continuing funding.
  • Performs scheduled on-site visits to determine contract compliance be reviewing fiscal operations and problem areas in accordance with HUD, CoC, State Department of Human Services, Office of Social Programs, and Allegheny County policies.
  • Monitors agency policies and procedures regarding release of client information to assure client confidentiality in accordance with HUD, CoC, State Department of Human Services, Office of Social Programs, and Allegheny County policies.
  • Participates in the development of recommendations regarding monitoring reports, operating methods, procedures and provisions of services by the service providers.
  • Participates in the development of effective monitoring tools in conjunction with the Fiscal Compliance Section to assure contract compliance.
  • Performs other job-related duties as assigned.

Skills:
Residency: Allegheny County within 1 year.
