Position Title: Epidemiology Research Associate - Social Justice

Salary: Hourly: $31.25 || Annual: $65,000

Minimum Requirements:

A master’s degree or equivalent in epidemiology or biostatistics;



A master’s degree or equivalent in public health, nursing or biomedical sciences with graduate level course equivalent to 9 semester credits epidemiology and 6 credits biostatistics and experience at least equivalent to an internship (at least 200 hours) in applied epidemiology with a public health organization;



A master’s degree in nursing or biomedical sciences and at least one year of experience in conducting public health epidemiology projects and/or investigations.  


Pre-Employment Proficiency Exam

Computer Literacy Exam – Measures basic computer skills, basic knowledge of Microsoft Excel and Outlook, and typing. Must pass computer literacy exam administered by the Allegheny County Health Department with a score of 75% or greater.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

Position Summary:

Social determinants of health (SDoH) are an important driver of the health of a population. Lack of equity in SDoH is associated with differences in health outcomes, including infant mortality, childhood lead exposure, and injuries. Inequities are more apparent in a post-COVID world. As such, the Allegheny County Health Department is establishing a section of Social Justice Epidemiology in the Bureau of Data, Reporting and Disease Control and seeks an individual skilled in quantitative analysis of SDoH and health to join this new section. This individual will conduct data integration and visualization among the following public health efforts – opioid surveillance, injury/violence surveillance, and environmental health. These data will inform overdose and violence prevention efforts, strive to integrate social service data into public health outcome data to enable a more robust analysis of risk factors.

  • Establish and update Indices of Need at the census tract and municipality/neighborhood to better understand and evaluate population need
  • Analyze data to inform Health Department and other County (Economic Development, Human Services) Programs of the social needs of the communities they serve so that they may target evidence-based practices in an effort to improve health outcomes
  • Provide integration between opioid and violence surveillance data. Work with both prevention/outreach teams.
  • Provide analysis and visualization of social service utilization and associated health outcome data
  • Analyze SDoH and opioid surveillance and violence surveillance data.
  • Provide input and analyses for Child Death Review meetings and as appropriate.

Knowledge, Skills, and Abilities

Knowledge of:

  • Demonstrated interest in public service and research.
  • Demonstrated ability and experience in descriptive and multivariable statistical analyses and predictive analytics.
  • Knowledge of statistical software, including SPSS, STATA or SAS. SAS is preferred.
  • Proficient in Microsoft Suite, specifically Excel and PowerPoint
  • Experience querying relational databases with SQL.
  • Experience with data visualization (Tableau preferred; Power BI).
  • Experience with R or Python (or other programming languages).
  • Experience mapping in ArcGIS or R.
  • Experience working with both technical and non-technical teams.
  • Experience working with a variety of information systems and data files, including large and complex files and transforming raw data into finished products.
