Salary: $49,000 - $55,000 per year

Minimum Requirements:

Bachelor’s Degree in a relevant field (e.g., Human Resources (HR), Leadership or Organizational Development (OD), Communications, Psychology, Sociology, Marketing, Business or Public Administration etc.) and one (1) to three (3) year(s) of experience in talent acquisition and recruitment: i.e., onboarding, lead/applicant management, talent pool creation and networking, active and passive candidate sourcing, attraction, engagement, screening and behavioral interviewing etc. An equivalent combination of education and experience may be substituted. 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.



Position Summary:

The Allegheny County Department of Human Resources is seeking an experienced human resource professional to assist with Talent Acquisition activities which include the recruitment, onboarding, retention, and workforce planning functions of all levels of staff and management throughout County departments. 

This is a professional position of a specialized nature. The incumbent will develop and expand employment recruitment efforts with a particular emphasis on increasing the numbers of qualified and competent candidates for a wide breadth of positions. The Talent Acquisition Specialist will coordinate efforts with HR and other department management and staff to streamline and enhance the hiring experience for both candidates and hiring departments, and to reduce any barriers to an efficient employment process.



Overview:


Duties:

  • Responsible for supporting the operational role of HR in the areas of recruitment, talent acquisition, pre-employment and onboarding.
  • Conducts recruitment activities and facilitates hiring of qualified job applicants for open positions; collaborates with departmental HR and management staff to enhance recruitment practices, assessment instruments, interviewing and selection processes.
  • Works with department managers and staff countywide, along with Office of Marketing and Special Events to create and maintain strategic, flexible, and creative recruitment plans to meet a wide range of employment and hiring needs.
  • Consults with hiring managers to understand skills and competencies required of candidates for specific positions; assists in the development of comprehensive, accurate and relevant job descriptions that are compliant with employment laws and regulations.
  • Coordinates, facilitates, and organizes recruitment events and activities and other HR/employment-related programs and services through execution, participation and promotion of such activities.
  • Identifies sources of potential candidates through multiple and diverse channels (job boards, social media platforms, professional associations, etc.)
  • Establishes relationships and maintains ongoing communication with college and university placement offices, community organizations and other professional networks to build talent pipelines into County employment.
  • Responds to employment-related inquiries from applicants, staff and managers; refers complex or sensitive matters to appropriate staff.
  • Fosters effective relationships with hiring managers and staff; resolves recruitment-related issues and problems.
  • Gathers and analyzes data utilizing relevant HR metrics (i.e., turnover, market compensation analysis and benefit trends, etc.) to recommend strategies for talent attraction and retention.
  • Assists department hiring staff with contacting applicants to inform them of employment possibilities, consideration, and selection.
  • Develops, designs, prepares and presents information needed for recruitment efforts.
  • Establishes effective tools with the goal of streamlining, improving communications and reducing barriers to the hiring process.
  • Maintain a high degree of discretion when dealing with confidential information.
  • Maintain thorough knowledge of current federal, state, and local regulations and requirements regarding recruitment, interviewing and selection practices.
  • Performs additional related tasks and duties as requested or required.

  • Recruitment methodologies, strategies, practices, and procedures.
  • Trends, best practices, regulatory changes and new technologies in HR, talent management and employment law to determine effective recruitment methods.
  • Social media and other effective communications channels as a means of attracting talent
