Position Title: Deputy Administrator, Area Agency on Aging

Salary: $90,000 - $100,000 per year

Minimum Requirements:

A Bachelor’s Degree AND four (4) years of professional experience in a human services program, either in an administrative capacity or in providing social services to clients, to include one (1) year of supervisory experience. An equivalent combination of education and experience may be substituted.

 

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position.

 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.


Position Summary:

The Deputy Administrator, Aging Research and Services, Allegheny County Department of Human Services (ACDHS), Area Agency on Aging (AAA), under the authority of the AAA Administrator 4, is responsible for managing the operational research priorities, designs and implementation regarding population health and health services reseach and evaluation studies while utilizing applied and/or evaluation research strategies and mixed methods. Reviews, analyzes and recommends to the AAA Administrator 4 the approval/disapproval of program policies and other operating procedures which are deemed necessary. Implements grant-funded programs and services and monitors program/services efficacy. Initiates independent judgement within the framework of existing social service laws and policies.



Duties:
  • Creates the research and analysis agenda for Aging Services, based upon the understanding of Aging issues and needs for the frail elderly within Allegheny County.
  • Designs and implements population health and services research and evaluation studies regarding the Aging population.
  • Builds and implements statistical models.
  • Utilizes models in presentations to show trends, needs, and service gaps.
  • Supervises and leads a team responsible for study design, creation of protocols, dissemination of findings and program implementation.
  • Recruits, develops, retains, and supervises a team of staff who conducts research, manages projects, pilots and delivers evidence-based services.
  • Implements grant-funded programs and services.
  • Mentors, motivates, and coaches junior and mid-level analysts and/or program managers.
  • Generates enthusiasm within the county community and with research experts for the collaboration and partnership with Aging Services.
  • Plans research objectives and test parameters; identifies research methods, variables, data collection techniques and analysis methods; monitors the project requirements and standards; interprets the data; produces reports discussing research findings; and provide recommendations at the end of the project. 
  • Identifies solutions for complex issues and facilitates the translation of research and evaluation findings into practice.
  • Provides data-based insights to leadership and various partners and sponsors.
  • Disseminates findings across the network of organizations in the county that can use the information in their services to older adults.
  • Disseminates findings to state/federal partners and national peers, through professional/scientific events and publications.
  • Designs and writes grant applications.
  • Serve as editor-in-chief of written work contributing to scientific and methodological conversations.
  • Serve as editor-in-chief of written work contributing to scientific and methodological conversations.
  • Serves as a valued member of senior leadership within Aging Services, across DHS, and with our stakeholders.
  • Develops a holistic understanding of the office’s processes and systems, identifies key performance indicators, and provides strategic insight.
  • Communicates with service providers, coordinating technical assistance and other initiatives aimed at improving quality and adopting new programs and approaches.
  • Serves in the capacity of the AAA Administrator 4 in the AAA Administrator 4’s absence, as needed or requested.
