Position Title: Material Management Manager

Salary: $50,270.28 per year

Minimum Requirements:

Bachelor’s Degree in a related field AND three (3) years of storeroom inventory control or materials management experience including one (1) year of supervisory experience. An equivalent combination of education and experience may be substituted.

 

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position.

 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

 


Position Summary:

The incumbent in this position plans, organizes, develops, and directs the purchase of products used in the facility in accordance with applicable guidelines and regulations. The position also involves the storage and distribution of these products to appropriate areas of the facility. The Materials Manager is responsible for inventory control within the facility, and the sterilization of instruments and respiratory equipment, in accordance with Federal, state, and local standards, guidelines, and regulations that govern long-term care facilities, and under the supervision and direction of the Environmental Services Manager.



Duties:
  • Assists in planning, developing, organizing, implementing, evaluation and directing the facility procurement program and activities.
  • Works, cooperates, and interacts with other managers in developing and maintaining departmental procurement objectives and standards.
  • Reviews procurement policies, procedures, and manuals annually and participates in making recommended changes.
  • Assists in the selection of vendors and suppliers in accordance with established policies and procedures.
  • Completes pre-requisitions for all departments within the facility and assures all pre-requisitions are properly prepared, signed, and submitted and initiates the purchasing process.
  • Ensures that all telephone orders are first confirmed and that pre-requisitions are completed for these orders.
  • Maintains current records that reflect expenditures.
  • Prepares correspondence concerning damaged merchandise, errors in shipment and returns to vendors when necessary.
  • Assists in developing methods for determining quality and quantity of supplies and equipment purchased.
  • Ensures invoices are submitted to the Purchasing Department for payments; follows up on delinquent purchase orders.
  • Prepares reports as requested by administration or those deemed necessary.
  • Maintains current copies of all contracts for all departments.
  • Establishes and maintains a system for tagging reimbursable items.
  • Files copies of all pre-requisitions and purchase orders and maintains reference files for at least three (3) years.
  • Maintains copies of all capital expenditure reports and information until items are deleted from inventory; deletes items from inventory after determining condition of items.
  • Maintains a reference library that aids in purchasing quality supplies and equipment.
  • Assists in developing and monitoring inventory control procedures.
  • Organizes or supervises storage, control and issue of supplies and equipment in accordance with established policies and procedures to ensure efficient handling and prevention of deterioration.
  • Reviews and checks invoices, purchase orders and packing slips with incoming merchandise.
  • Forwards final paperwork to Purchasing for payment of vendor.
  • Updates inventory and disposes of any outdated inventory.
  • Ensures that vendors provide appropriate material safety data sheets.
  • Meets with administration, nursing staff and other departments to improve and implement revised processes and procedures.
  • Performs other related duties as assigned or directed by the Environmental Services Manager.

  • Materials management practices, procedures and guidelines.
  • Principles and practices of supervision.
  • Storage requirements for a variety of supplies and materials.

Ability to:
  • Plan, organize, develop, implement, and interpret the programs, goals, and objectives of the material management department.
  • Make independent decisions in a timely manner.
  • Communicate effectively as well as maintain effective working relationships with managers, supervisors, employees, subordinates, vendors, suppliers, and the general public.
  • Develop and improve methods and procedures used to acquire and maintain adequate inventories of supplies and equipment.
