Salary:
$65,000.00 - $70,000.00 per year commensurate with experience

Minimum Requirements:
- Associate's degree in Public Procurement, Public Administration, or a related field.
- At least three (3) years of experience in public sector sourcing or a closely related field.
- CPPB, NIGP-CPP certification, or progress towards certification is preferred.

Position Summary:
Under the supervision of the Chief Purchasing Officer, the Senior Sourcing Specialist executes end-to-end competitive solicitations for assigned commodities and services, ensuring timely, compliant, and value-focused outcomes. This position manages the full process from requirements development to award and transition to contract administration.
Overview:
Duties:
- Plans, drafts, and issues solicitations (IFB/RFP/RFQ); conducts pre-bids, Q&A, and addenda.
- Ensures public transparency and records.
- Reviews transactions for assigned categories for compliance with established contracts, policies, and procedures.
- Performs market research and price/cost analysis; develops evaluation criteria and scoring tools.
- Facilitates evaluation committees, documents decisions, and negotiates terms/pricing where allowed.
- Prepares award recommendations, board/executive action items, and finalizes contract documents with Legal.
- Ensures supplier onboarding steps and coordinates kick-offs with departments; coordinates handoff to contract administration/supplier management.
- Maintains procurement system records; tracks milestones, savings, and supplier performance inputs.

Knowledge of:
- Competitive procurement rules, solicitation drafting, and evaluation practices.
- Government policies, procedures, and regulations.
Skill in:
- eProcurement/ERP tools
- Microsoft 365
Ability to:
- Demonstrate analytical rigor, writing, and documentation as well as stakeholder communication, time management, negotiation, ethics/compliance.
- Perform on-time solicitations, clean audits, savings/benefits realized, stakeholder satisfaction, and supplier performance at launch.
- Communicate effectively both orally and in writing
- Establish positive working relationships with representatives of community organizations, state/local agencies and associations, County departments, and the public.
Residency:
Allegheny County within 1 year.
