Position Title: Communications and Transportation Manager

Salary: $51,868.00 per year

Minimum Requirements:
  • Associates degree in Business, Business Administration, Telecommunications, or a related field.
  • Two (2) years of data entry experience.
  • One (1) year of supervisory experience.
  • Candidates that have knowledge of fixed route systems of the city of Pittsburgh and Allegheny County are preferred.

Position Summary:

Under the direction of the Deputy Director, the Communications and Transportation Manager schedules, directs, and evaluates the work of the Communication Technicians, Drivers, and Transportation Scheduler to ensure efficient operation of the mailroom, switchboard, deliveries of mail and pharmaceuticals, and arranging of resident trips. The incumbent also coordinates the telecommunications among the four Community Living Centers to ensure maintenance and supervises the Transportation Department. Work is performed in accordance with Federal, state, and local standards, guidelines, and regulations that govern long-term care facilities.

Duties:

Management:

  • Manages and supervises all staff in the Communications Department; interviews, selects and trains staff; conducts performance evaluations; counsels and disciplines staff as necessary.
  • Supervises, trains, and ensures all personnel are properly trained in the use of equipment and operate per County and Department policies and procedures; fosters principles of safety in all aspects of work and the workplace.
  • Monitors employees’ performance and takes corrective action when necessary.
  • Recommends actions and reports unresolvable problems to the Deputy Director regarding personnel, policies, and procedures concerning an incumbent’s service area.
  • Plans, prepares, and monitors the budget and expenditures for the Communications and Transportation Departments.
  • Manages off-site storage warehouse, keeps current inventory of stored equipment, and oversees equipment removal.
  • Performs administrative and clerical responsibilities for the department.

 Transportation:

  • Coordinates resident schedules and appointments.
  • Provides oversight of the Community Living Centers fleet ensuring proper vehicle maintenance and functions (i.e., licensures, inspections and insurance, vehicle assignments, and policies and procedures that guard resident safety).
  • Manages the mail and pharmaceutical deliveries between the Community Living Centers and other County departments; oversees the delivery of resident mail.  
  • Develops and coordinates all departmental preventive maintenance programs for equipment and vehicles; manages vehicles, equipment, materials, and supplies along with coordinating the purchase and acquisition of materials.
  • Oversees snow and ice removal operations.

Communications:

  • Schedules staff to maintain uninterrupted telephone coverage among the Community Living Centers; schedules drivers for resident trips.
  • Maintains the employee voicemail system.
  • Arranges the repair or replacement of telephones, cell phones, and digital beepers throughout the Community Living Centers; distributes related invoices to appropriate recipients.
  • Performs other related duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Computerized telephone systems and other office equipment including digital copier and binding machines.
  • Voicemail, cell phone, and beeper systems
  • Supervisory principles and practices 

Skill in:

  • Microsoft Office Suite.
  • Automated systems. 

Ability to:

  • Demonstrate strong leadership skills.

Residency: Allegheny County within 1 year.
