Position Title: Manager of Contracts & Procurement

Salary: $63,378.00 per year

Minimum Requirements:
  • Associates Degree in Business Administration, Contracts, or a related field.
  • Three (3) years of general office experience which includes at least one (1) year of experience in contract administration and procurement.
  • An equivalent combination of education and experience may be substituted.

Position Summary:

Under the supervision of the Assistant Deputy Director, this position oversees the Department’s Contracts Division and administers the contractual procurement process on all contracts while maintaining the guidelines on requirements of any outside funding agency. The incumbent will also provide assistance to various departments and Governmental agencies. This position will be responsible for securing professional and technical service contracts, generating revenue contracts either through reimbursement or concession contracts, developing emergency contracts, and obtaining construction contracts through competitive.



Overview:


Duties:

  • Prepares, assembles, distributes, and checks various forms and documents.
  • Performs quality control and assurance reviews of bidding documents before advertisement, including standard special provisions, insurance requirements, bonding requirements, and other standard contract language.
  • Opens construction project bids at public bid openings.
  • Reviews bid tabulations, verifies bidder’s prequalification, and reviews low bidder’s post-bid submissions as part of the contracting process.
  • Drafts and processes construction contracts, engineering agreements, municipal agreements, and other contracts as necessary.
  • Maintains agreement, contract, and insurance files.
  • Processes change orders for contracts and agreements.
  • Provides documentation support for routine audits.
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities

Knowledge of:

  • Contract management and procurement principles.
  • Business administration, accounting, and insurance.
  • PennDOT Publication 408 Contract Requirements and Bidding Procedures.

Skill in:

  • Microsoft Office applications, including Word, Excel, PowerPoint, etc.
  • Docusign signature process.
  • PennDOT’s ECMS and RAS systems.
  • Euna Solutions Bonfire Web based bidding platform.

Ability to:

  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships with engineers, contractors, attorneys, accountants, insurance agents, and Government personnel.
  • Work quickly and accurately.
  • Manage multiple projects simultaneously, each with multiple concurrent tasks.
  • Review and analyze processes and adjust as necessary to ensure Division efficiency.

Residency: Allegheny County within 1 year.
