Salary: $115,153.20 per year

Minimum Requirements:
  • Ten (10) years of experience in security operations in a medium/maximum security facility, including a minimum of four (4) years of personnel management experience within a correctional facility.
  • Bachelor’s degree in Criminal Justice or a related field preferred.
  • An equivalent combination of education and experience will be considered. Education may not be substituted for personnel management experience.

Position Summary:

The Deputy Warden of Operations reports to the Chief Deputy Warden and contributes to the overall operation of the facility, overseeing correctional professionals, as well as other areas impacting care, custody, and control of the facility. The incumbent ensures the facility is safe, secure, sanitary, and operating in an orderly manner. The Deputy Warden of Operations develops and oversees the daily management of incarcerated individuals, collaborating with relevant departments and administrators as needed.



Overview:


Duties:

  • Supervises activities of the Majors to ensure tasks are properly divided and carried out to the expectations of the Warden, Chief Deputy Warden, and additional Deputies.
  • Assists with the Jail's efforts to achieve and maintain American Correctional Association (ACA) accreditation as well as National Commission on Correctional Healthcare accreditation.
  • Facilitates the successful completion of the following annual inspections: Pennsylvania State Title 37 Inspection, the Department of Health Inspection, and Federal Inspections.
  • Ensures compliance with all rules, mandates, policies, and directives put out by the Warden and holds individuals accountable for non-adherence.
  • Monitors employee attendance, staffing levels, overtime, and leave, including those related to FMLA, sick leave, vacation, and the Equalization of Overtime, confirming all protocols are followed.
  • Advises the Warden, Deputies, and Majors on strategies to utilize staff resources efficiently to allow for the scheduling of training activities for officers.
  • Collaborates with the Deputy Warden of Administration to facilitate the recruitment, interviewing, and training of correctional cadets, ensuring that proper full-time and part-time officer complements are maintained.
  • Conducts level I Grievance Hearings and oversees disciplinary procedures, ensuring timely completion and compliance with governing policies.
  • Supervises the sanitation efforts of the facility and develops strategies to keep the facility clean, orderly, and ready for inspection at all times.
  • Monitors the Inmate Complaint System as well as its compliance with the Inmate Complaint Policy.
  • Ensures all incidents are properly reported and documentation aligns with policies and procedures.
  • Reviews all "Use of Force" incidents promptly and addresses any rule/policy violations.
  • Acts as a liaison to Probation and Parole, Courts, Law Enforcement Agencies, other correctional agencies, visitors and family members of incarcerated individuals, lawyers, and legislators to resolve issues.
  • Upon request, reviews policies and procedures to ensure they match operational procedures.
  • Reviews the segregated population monthly (i.e., Program Review Committee/PRCs) and confirms that records align with policy and remain compliant with Chapter 205.
  • Prepares and submits annual budget requests for staffing and equipment and works with the Deputy Warden of Administration on the execution of capital projects focused on ensuring efficiency, safety, and security within the facility.
  • Serves as a backup for processing employee background clearance and parole packets.
  • Performs other duties as assigned by the Warden.

Knowledge, Skills, and Abilities

Knowledge of:

  • American Correctional Association (ACA) accreditation, Prison Rape Elimination Act (PREA), and the National Commission on Correctional Healthcare accreditation.
  • Pennsylvania State Title 37 Inspection, federal inspections, and Department of Health Inspections.
  • Chapter 205 compliance.
  • Use of Force policy.
  • Principles of Personnel Management/HR Administration.
  • Union contracts.
  • Labor relations and management.
  • Fiscal and budgetary procedures and federal and state funding programs.

Skill in:

  • Microsoft Products.
  • NCIC/Clean System.
  • Offender Management System preferred.

Residency: Not required to live in Allegheny County
