$55,000.00 - $60,000.00 per year commensurate with experience

Minimum Requirements:
- Bachelor’s degree in Public Administration, Business, Finance, Supply Chain Management, or a related field AND three (3) years of experience in public procurement, contract management, or financial administrative operations.
- An equivalent combination of education, training, and experience is acceptable.
- Candidates with previous work experience in a county or municipal Department of Management and Budget (DMB) office, central procurement office, or public-sector finance department is a plus.

Position Summary:
Reporting to the Director of Management and Budget, the Contract Manager serves as a key member of the County Department of Management and Budget (DMB) Central Procurement team, managing the full lifecycle of county contracts to ensure fair, transparent, and cost-effective purchasing. This role partners closely with county departments, vendors, and fiscal staff to ensure solicitations, awards, and contract operations comply with county procurement ordinances, financial policies, and applicable state regulations. The Contract Manager supports strategic sourcing, contract monitoring, and process improvements that strengthen countywide procurement efficiency and accountability.

Duties:
Contract Award & Administration:
- Prepares award recommendations and contract packages.
- Oversees contract execution, amendments, renewals, and closeouts.
- Collaborates with departments to ensure vendors meet contract deliverables, insurance requirements, performance standards, and reporting obligations.
- Monitors contract timelines, expiration dates, funding levels, and compliance issues in the county’s ERP or contract management system.
- Supports contract kickoffs and ongoing vendor performance reviews.
- Notifies departments when contracts are expiring
Financial & Compliance Oversight:
- Coordinates with DMB budget and finance staff to ensure proper contract setup and alignment with budget authority.
- Ensures contracts comply with county procurement rules, administrative code and home rule charter requirements.
- Identifies opportunities to consolidate contracts to drive cost savings and efficiencies.
- Assists with internal and external audits, providing requested documentation and supporting corrective action plans.
- Tracks and reports procurement and contract performance metrics to DMB leadership.
Vendor and Stakeholder Relations:
- Serves as a liaison between DMB, county departments, and vendors throughout the contract lifecycle.
- Addresses vendor disputes, performance issues, and non-compliance in collaboration with legal and department stakeholders.
- Promotes vendor outreach, fair competition, and inclusion in county supplier opportunities.
Processes Improvement & Policy Support:
- Recommends improvements to procurement processes, templates, workflows, and internal controls.
- Assists in the development and training of county staff in procurement procedures, contracting best practices, and compliance standards.
- Supports initiatives to streamline countywide purchasing and enhance transparency.

Residency:
Allegheny County within 1 year.
