Salary:
$85,000 to $95,000 annually, commensurate with experience

Minimum Requirements:
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, Information Technology, or a related field.
- At least three (3) years of experience in one or more HR operational areas (Talent Acquisition, Payroll, Benefits, Employee Relations, etc.) OR working directly with HCM/HRIS solutions.
- An equivalent combination of education and experience may be considered.

Position Summary:
Allegheny County is scaling up its HRIS team as we plan to implement a new Human Capital Management solution. We’re currently seeking experienced, detail-oriented and solutions-driven HRIS Analysts to support the implementation, administration, and ongoing optimization of the new system. HRIS Analysts will serve as a subject matter expert in one or more HR functional areas (e.g., talent acquisition, payroll, benefits).
These are critical roles that will shape the future of HR technology for the County, ensuring our systems support efficient, data-driven, and employee-centered HR operations across the entire hire-to-retire lifecycle. The position is business-oriented, not technical, but requires strong analytical skills and knowledge of HR operations.
Overview:
Duties:
Solution Design & Requirements Gathering
- Collaborate with HR, IT and departmental stakeholders to document business processes and identify gaps.
- Participate in design workshops and work with implementation consultants to translate complex collective bargaining agreements (CBA’s), civil service rules, and compliance requirements into system configurations.
- Partner with HR and other stakeholders to define reporting needs.
Implementation Support
- Assist in validating system configurations against business requirements.
- Perform user acceptance testing (UAT) and validate scenarios.
- Support data validation and conversion activities from legacy systems.
System Configuration & Maintenance
- Maintain and update business rules (workflows, approval chains, eligibility rules, accrual policies).
- Configure new pay codes, benefits plans, job profiles, and position attributes as policies or CBAs change.
- Manage effective dating and retroactive changes for HR transactions.
Business Process Support
- Serve as first-line functional support for HR, Payroll, Benefits, and department users.
- Troubleshoot workflow issues, approval routing, and configuration errors.
- Document and maintain process guides for end-users.
Post-Go-Live Support & Optimization
- Serve as a subject matter expert for HRIS functionality and business processes.
- Troubleshoot issues, analyze root causes, and recommend process or configuration improvements.
- Track and test new releases for impact on configuration and workflows.
- Support user adoption and training.
Governance & Continuous Improvement
- Maintain documentation of processes, configurations, and workflows.
- Stay current on HCM best practices, identify opportunities for improvement, and recommend enhancements aligned with county objectives.
- Participate in user training and change management initiatives.
Knowledge, Skills, and Abilities
Knowledge of:
- Human Resources principles, practices, and compliance requirements (FLSA, FMLA, civil service rules, etc.).
- Collective bargaining agreements and unionized workforce considerations.
- Payroll, timekeeping, scheduling, and position management processes.
- Public sector HR operations and governance structures.
- Reporting and analytics concepts for workforce data.
Skill in:
- Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint, Teams, Visio is a plus).
- Business process analysis and requirements gathering.
- Translating complex rules into system configurations.
- Testing and validating HRIS functionality.
- Developing clear documentation and training materials.
- Communicating effectively with technical teams, vendors, and business stakeholders.
- Using reporting tools and interpreting data for actionable insights.
Ability to:
- Take initiative, work independently and influence internal partners at various levels within the organization to effectively make change recommendations. Not comfortable with the status quo and looks for ways to automate and enhance processes.
- Build and maintain strong relationships with all stakeholders.
