Minimum Requirements:
  • A high school diploma or its equivalent.
  • The successful completion of the Pennsylvania state-administered examination for the designation of Certified Pennsylvania Evaluator (CPE) is required within one (1) year of placement.
  • Some college or technical coursework, prior work experience in a Computerized Assisted Mass Appraisal (CAMA) system, or in the field of real estate sales or appraisal, and familiarity with Ortho photography are preferred.


Applicants must possess and maintain a valid PA Driver's License throughout employment.

 

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.


Position Summary:

This position reports to the Manager of Property Valuation and is responsible for the review, collection and appraisal data on residential and commercial/industrial property in the County within assigned districts. 



Overview:

The Office of Property Assessments (OPA) produces a fair, accurate and timely assessment roll, doing so in a uniform manner consistent with the International Association of Assessing Officers (IAAO) while emphasizing outstanding customer service and efficient use of resources. The OPA also maintains ownership and assessment records for parcels within Allegheny County regarding property owners, municipalities and school districts concerning assessment matters.


Duties:

  • Performs reviews on all assigned residential and commercial/industrial real property for the purpose of collecting and appraising data in relation to new construction, property improvements and appeals filed.
  • Maintains quality and quantity standards as required in the process of data collection on real property.
  • Creates and updates administrative records, files, and reports.
  • Maintains and submits individual production reports.
  • Performs sales analysis.
  • Attends and provides testimony at appeal hearings.
  • Reviews, processes, and submits paperwork in an efficient and timely manner.
  • Responds to internal County and public inquiries.
  • Participates in special projects and performs other duties as assigned. 



Knowledge, Skills, and Abilities

Knowledge of:

  • Principles of mathematics. 

Skill in:

  • Microsoft Office Suite including Word and Excel.
  • Geographic Information Systems (GIS). 

Ability to:

  • Read Geographic Information Systems (GIS) maps, blueprints, lot plans and deeds correctly.
  • Physically review multiple properties on a daily basis.
  • Work efficiently and effectively with minimal supervision, alone and within a group.
  • Effectively manage time, tasks, deadlines, and multiple priorities simultaneously.
  • Communicate clearly and persuasively both orally and in writing.
  • Maintain productive working relationships with staff, departments, and external organizations.
  • Travel out-of-county for initial and continuing professional education (CPE)-related coursework.

Residency: Allegheny County within 1 year.
