Position Title: Public Information Officer

Salary: $80,000.00 - $88,000.00 per year commensurate with experience

Minimum Requirements:
  • High school diploma AND three (3) years of experience in public communications, journalism, government affairs, or a related field, or
  • An equivalent combination of education, training, and experience is acceptable.

Position Summary:

This position reports to the Senior Public Affairs Officer and works closely with the Director of the Department of Human Services and their team; program leaders across the Department; and public information officers across other County departments. As the public voice of the agency, the PIO will play a central role in simplifying complex policies, amplifying impact stories, and ensuring transparent communication with the public, media, and internal stakeholders. This position requires an analytical thinker with strong writing skills, a deep sense of curiosity, and a passion for public service.



Overview:

The Allegheny County Department of Human Services is seeking a dynamic, mission-driven Public Information Officer (PIO) to join our team. This role is ideal for a passionate communicator who thrives in a fast-paced, collaborative environment and is committed to helping the public better understand and access vital human services.


Duties:

  • Serves as a spokesperson and trusted ambassador for the Department of Human Services.
  • Builds and maintains positive relationships with media outlets, county officials, partner agencies, and community stakeholders.
  • Develops and disseminates clear, accurate, and compelling content—including press releases, talking points, media statements, and public-facing materials.
  • Implements the Department’s social media strategy by developing creative ideas, sourcing and creating content, and iterating based on analytics.
  • Manages content for the Department’s staff newsletter, disseminate to the department, and continuously improve based on staff feedback.
  • Disseminates e-blasts to DHS News subscribers and track engagement trends.
  • Produces virtual forums with hundreds of participants and ensure seamless execution.
  • Monitors media coverage and public sentiment; prepare media reports and response recommendations.
  • Translates complex policies and data into understandable, relatable language for a broad audience.
  • Supports rapid-response communications during emerging issues, policy changes, or emergencies.
  • Collaborates cross-functionally with program teams to source and share compelling stories and program outcomes.
  • Provides strategic input on marketing, branding, and outreach efforts

  • Pitch creative, original ideas for showcasing public service work.
  • Experienced in creating and deploying content across various mediums – e-blasts, social media, and written statements.
  • Set up organized, data-driven systems for monitoring and reporting on outcomes.
  • Work across departments and with diverse stakeholders.
