Salary: $63,840.00 - $70,224.00 per year commensurate with experience

Minimum Requirements:
  • Master’s degree in Social Science AND three (3) years of experience in homeless services or a compliance related field, or
  • Bachelor’s degree in Social Science AND four (4) years of experience in homeless services or a compliance related field, or
  • An equivalent combination of education, training, and experience is acceptable.

Must have a current, valid driver’s license and access to an insured vehicle as regular travel to service locations throughout Allegheny County is required.

Position Summary:

Reporting directly to the Supervisor, Homeless and Housing Services, The Homeless Servies Program Monitor II plays a key role in overseeing the performance and compliance of government-funded homelessness programs. The Homeless Services Program Monitor II is responsible for leading monitoring efforts, analyzing, and identifying performance gaps, and ensures that service providers adhere to regulatory and contractual requirements of HUD and HAP-funded programs. This role will involve mentoring Program Monitor I staff.

 

This position performs on-site fiscal and programmatic Program Monitoring and liaison of private, non-profit contract agencies in accordance with the Pennsylvania Department of Human Services (PA DHS), U.S. Department of Housing and Urban Development and County regulation guidelines and policies



Overview:


Duties:

  • Leads the program monitoring team in identifying performance of homeless service providers.
  • Ensures service delivery standards and regulatory requirements meet the Department of Human Services standards.
  • Leads comprehensive site visits, assesses and ensures alignment with expected outcomes.
  • Provides technical assistance to services providers and internal DHS monitoring departments under the direction of the Homeless Services Supervisor.
  • Leads the assessment of service providers' operations and ensure compliance with program guidelines.
  • Conducts recommendations and evaluations of delivery service.
  • Facilitates housing quality standards inspections and make recommendations and identifies deficiencies for compliance purposes.
  • Provides technical assistance and support to service providers, internal DHS staff, and external relevant stakeholders to ensure they understand regulatory changes, reporting requirements, and performance standards.
  • Assists in training Program Monitor I on procedures and expectations.
  • Identifies non-compliance or performance gaps and works closely with service providers to develop and implement corrective action plans; monitors the progress of the corrective action plan and ensures timely resolution of any deficiencies.
  • Acts as a liaison between service providers, government agencies, and other stakeholders.
  • Facilitates communication and collaboration to address issues and improve program performance; collaborates with internal DHS Homeless Services offices as required for compliance.
  • Attends DHS provider meetings and serves as a point of contact for service providers to help resolve basic issues related to developing Homeless Services Policy and Procedures for HUD approval, Program Participant Eviction Portal, Program Terminations and Exits, and the training of entry staff to facilitate Termination Appeal Hearings.
  • Analyzes program outcomes to identify areas for improvement and make actionable recommendations. Assist in the development of new policies or adjustments to existing programs based on HUD monitoring findings.
  • Performs related duties/special projects as requested by the Supervisor, Homeless and Housing Services.

Residency: Allegheny County within 1 year.
