Salary:
$50,836.00 - $55,919.60 per year commensurate with experience

Minimum Requirements:
- A High School Diploma and six (6) years of public policy, non-profit management, program management, or social work experience, or
- An equivalent combination of education, training, or experience is acceptable (i.e., a related Bachelor’s degree may be substituted for four years of experience in public policy, non-profit management, program management, or social work).
Must have a current, valid driver’s license and access to an insured vehicle as regular travel to service locations throughout Allegheny County is required.

Position Summary:
Reporting directly to the Supervisor, Homeless and Housing Services, the Homeless Services Program Monitor 1 is responsible for supporting the Supervisor and Program Monitor II with compliance of HUD and HAP-funded homelessness programs. This position focuses on assisting with routine monitoring activities, ensuring that service providers are adhering to program requirements, and tracking the performance of contracts in a fast-paced work environment.

Duties:
- Assists in monitoring the performance of homeless service providers to ensure they meet contractual requirements and follow regulatory guidelines.
- Helps track service delivery and program outcomes under the supervision of the Homeless Services Supervisor through weekly, monthly, and annual monitoring.
- Supports Program Monitor II with on-site visits and Housing Quality Standard inspections. Observes program implementation and collects necessary documentation for compliance purposes.
- Assists in preparing reports on program performance, compliance, and any corrective actions noted during routine monitoring.
- Organizes and maintains records related to program monitoring.
- Support in tracking compliance of federal, state, and local regulations.
- Follows up with service providers on program recommendations and deficiencies.
- Prepares and maintains a database of compliance status and upcoming deadlines.
- Attends DHS provider meetings and serves as a point of contact for service providers to help resolve basic issues related to Director’s Action Line complaints, program terminations and exits, incident reports, facilitation of termination appeal hearings, and technical assistance.
- Performs related duties/special projects as requested by the Supervisor, Homeless and Housing Services.
