Minimum Requirements:
  • High School Diploma or its equivalent AND ten (10) years’ experience in volunteer fire service with at least five (5) years of experience in a leadership role, or
  • An equivalent combination of education, training, and experience is acceptable.

 Desired Qualifications:

  • An associates degree in Public Safety, Public Administration, Emergency Management, Planning, or a related degree.
  • Two (2) years of progressively responsible professional experience in municipal, county, or state planning or operations.

Position Summary:

The Coordinator - Logistics and Fire reports directly to the Manager- Emergency Management Division and is responsible for coordinating fire service activities with the Department of Emergency Services. This emergency management position is responsible for emergency plans reviews, as required by the division, and for maintaining all small and loose equipment assigned to the division. This emergency management position will also serve as the point of contact between outside fire agencies and the Division of Emergency Management.



Overview:


Duties:

  • Collects, organizes, and analyzes information required in the development of County and local comprehensive emergency management disaster plans, requiring work both in the office and in the field.
  • Develops and assists in the implementation of county and local emergency management operational plans to include standard operating procedures, increased readiness plans, mutual aid plans, situation analysis and reporting procedures, and damage assessment procedures.
  • Prepares maps and charts to display and clarify existing and proposed emergency management plans.
  • Interviews local officials regarding emergency management planning and development.
  • Provides planning support, as necessary, to the functional coordinators of the emergency management staff in the areas of Hazmat, police, rescue, emergency medical, mass care, and welfare services systems. 
  • Serves as a coordinating agent in assisting municipalities to cooperate in emergency management planning matters, providing advice and recommendations on alternative methods of organization for local emergency management and emergency services programs, as necessary.
  • Maintain all small and loose equipment, to include any annex buildings, pertaining to the field response aspect of the Department of Emergency Services belonging to the Emergency Management Division. 
  • Serve as the point of contact between EMA and outside fire agencies with regard to adopting and implementing N.F.P.A. as well as other applicable operating standards.
  • Serve as the point of contact between EMA and outside fire agencies with regard to collecting and forwarding PennFIRS and NFIRS local fire reports.
  • Liaison with the Fire Academy Division (FA) to champion and deliver Profession Certifications to members of the fire service.
  • Deliver training courses through the EMA or FA as needed.
  • Provide support to all full-time, part-time, contract and volunteer positions that have assignments in the Fire/Rescue (ESFs 4 and 9).
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities

Knowledge of:

  • Principles, practices, and objectives of local, city, and county emergency management and emergency services planning
  • Research methods.
  • Social and economic factors involved in emergency management and emergency services planning and development.
  • N.F.P.A., O.S.H.A. and other applicable standards and regulations, as they apply to fire service and rescue response.
  • Pennsylvania State Laws including PA Act 165 (Hazardous Materials), PA Act 147 (Radiological), P.A.C.S. Title 35 (Emergency Management), Incident Command, and Hazard Materials Operations.

Skill in:

  • Microsoft Office Suite 

Ability to:

  • Be ON-CALL for emergencies including natural disasters, severe weather events, man-made events, and hazardous materials spills.
  • Work as a team member.
  • Complete PEMA required county emergency management coordinator basic certification.
  • Respond to emergency scenes, as needed.
  • Organize and present results of research and analyses effectively in oral, written, and graphic form.
  • Establish and maintain effective working relationships with associates, public officials, and the public.
  • Communicate effectively verbally and in writing to assist outside fire services interpret, adopt and implement fire service standards.
  • Demonstrate presentation skills.

Residency: Allegheny County within 1 year.
