Position Title: HR Project Manager

Salary: $70,000 – $75,000 annually, depending on qualifications

Minimum Requirements:
  • Bachelor’s degree in Human Resources, Business or Public Administration, Organizational Development, Communications, or a related field.
  • At least three years of experience in HR, workforce development, or project management.
  • Project Management Professional (PMP), Associate in Project Management (APM), Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR) certifications are preferred.
  • An equivalent combination of education and experience may be considered.

Position Summary:

Allegheny County is seeking a strategic and detail-oriented HR Project Manager to lead workforce-related initiatives within a high-impact Human Resources Department supporting approximately 6,000 employees. This role plays a key part in optimizing HR operations, driving strategic projects, and fostering a positive employee experience.

The ideal candidate is a collaborative problem solver with strong project management, communication, and analytical skills. This role requires the ability to manage multiple HR initiatives effectively, engage stakeholders across departments, and drive meaningful results.

Duties:

Project Leadership & Execution

  • Manage and oversee county-wide HR projects, ensuring timely and efficient execution.
  • Develop comprehensive project plans, timelines, and budgets in partnership with HR leadership.
  • Identify and implement best practices in HR operations, talent attraction, employee engagement, and compliance.

Collaboration & Stakeholder Engagement

  • Serve as a key liaison between HR, county departments, external vendors, and consultants, ensuring alignment on project goals.
  • Facilitate regular project meetings, providing updates, direction, and feedback to stakeholders.
  • Proactively identify and mitigate risks, escalating challenges when necessary.

Process Improvement & Compliance

  • Analyze and refine HR processes to enhance efficiency, effectiveness, and compliance.
  • Ensure HR policies, procedures, and initiatives align with organizational goals, relevant laws and regulations, and HR best practices.
  • Utilize data-driven metrics and key performance indicators to measure project impact and recommend improvements.

Documentation & Reporting

  • Develop and maintain frameworks for HR project documentation to ensure consistency and accessibility.
  • Maintain accurate project documentation, including meeting notes, project timelines, resource utilization and progress reports.

Knowledge, Skills, and Abilities

Knowledge of:

  • HR best practices, employment laws and regulations, and compliance standards.

Skill in:

  • Strong organizational, problem-solving, and analytical skills.
  • Proficiency in Microsoft 365 and project management tools.

Ability to:

  • Experience leading or coordinating large-scale HR projects.
  • Ability to collaborate with diverse teams and manage multiple priorities effectively.

Residency: Allegheny County within 1 year.
