Minimum Requirements:
  • Master’s degree in Social Science AND three (3) years of program management or social work experience, or
  • Bachelor’s degree in Social Science AND four (4) years of program management or social work experience, or
  • An equivalent combination of education, experience, and training is acceptable.

Position Summary:

The Medical Assistance Transportation Program (MATP) Senior Operations Manager, Department of Human Services (DHS), Office of Behavioral Health (OBH), Bureau of Program Operations, under the direct supervision of the MATP Services Administrator oversees, coordinates, and manages the daily operations of the Medical Assistance Transportation Program (MATP).



Overview:


Duties:

  • Supervises MATP staff consisting of Transportation Worker Supervisor, Transportation Worker 2s and Clerk 2s.
  • Initiates formal requests for filling vacancies for additional staff to meet work requirements.
  • Participates in the selection of employees through a thorough interviewing process and established procedures.
  • Initiates formal recommendations for promotions, reassignments, or other staff changes including the recognition of outstanding job performance of assigned staff.
  • Receives and resolves complaints and grievances that are called in directly or through Dialtrac from DHS Director’s Action Line as well as from transportation carriers and ACCESS.
  • Oversees daily staff attendance and time sheet submission.
  • Utilizes the expertise of the Allegheny County Department of Human Services, Bureau of Human Resources/Training and Payroll when disciplinary or corrective action is needed.
  • Oversees the daily operations of MATP which includes Intake, Dispatch, Direct Reimbursement System, and Contracts with transportation vendors.
  • Creates travelers aid reports which include Emergency Room, Ride hailing, Methadone bus pass/gas card data collection and entry, as well as other monthly and quarterly reports for County DHS and Pennsylvania Department of Human Services (PADHS)/MATP; handles all doctor’s statements/physician verification forms.
  • Serves as the primary county contact for PADHS/MATP office for all inquiries and troubleshooting.
  • Manages client trip verification and cost process for monthly reports.
  • Provides managerial support and backup for MATP software system.
  • Receives customer inquiries and complaints and attempts to remedy situations.
  • Assigns, distributes, reviews, accepts and/or amends finished documents based on established office instructions and operating procedures.
  • Establishes, prepares and issues standard written instructions and operating procedures as set forth and approved by the MATP Services Administer for utilization by staff within the MATP program.
  • Analyzes administrative operations, developing and installing work/performance standards and procedures.
  • Participates in the employee performance management/evaluation process.
  • Interprets and explains the MATP program policies and requirements to clients, county office staff, provider agencies and outside organizations.
  • Describes in a clear and concise manner the program guidelines, manual procedures and administrative directives.
  • Performs special job-related projects, as needed or requested, by the Services Administrator, MATP or Assistant Director, OBH.

Knowledge, Skills, and Abilities

Knowledge of:

  • State and local Medical Assistance Transportation Program operations and requirements.
  • Pennsylvania client data systems, e.g. electronic Client Information System (eCIS) for eligibility verification.
  • Data collection and analysis of MATP transportation services
  • Driven approaches to decision making; trouble-shooting
  • Quality improvement strategies

Skill in:

  • Microsoft Office Suite.
  • Program development and management.
  • Quality improvement data.

Ability to:

• Supervise various levels of subordinates.

• Perform customer service for trouble shooting.

• Engage with providers and contracted carriers to ensure expected flow of operation.

• Develop and implement training programs.

• Communicate effectively, both orally and in writing internally and with public.

• Establish and maintain effective working relationships.
