Position Title: Population Manager

Salary: $70,000 per year

Minimum Requirements:
  • Bachelor’s degree in social work, psychology, sociology, criminal justice, or a related field AND two (2) years of experience interpreting court orders or related legal documents required.
  • An equivalent combination of education and experience may be substituted.

 

Must be 18 years of age or older. Act 33/34 clearances are required prior to appointment at the cost of the applicant.

 

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

Under the supervision of the Deputy Warden of Programs and Services, the Jail Population Manager closely monitors the population of the Allegheny County Jail and works with partners across the criminal justice system to facilitate the swift release or transfer of individuals whenever possible. This role will add critical capacity to the County’s efforts to safely reduce the jail population.

The Population Manager will work within the jail and have the ability to meet directly with incarcerated individuals while collaborating closely with designated contacts from Probation, Pretrial Services, Criminal Division Administration, Magisterial District Judges, Department of Human Services (DHS) the Office of the Public Defender, various Jail departments (including but not limited to Records, Case Workers, Discharge, Medical), and other relevant partners. The Population Manager will attend existing review meetings, facilitate new review meetings as needed, and be available to take the lead on identifying and facilitating steps toward release. 



Overview:


Duties:

  • Analyzes daily reports of the jail population in collaboration with analysts from DHS and the Criminal Division and identifies opportunities for release.
  • Communicates with other jurisdictions about incarcerated individuals who have holds to ensure they are resolved to allow for transfers to other facilities.
  • Ensures timely coordination with entities responsible for accepting incarcerated individuals with release orders, such as service providers. 
  • Works closely with probation to identify individuals detained on technical violations or non-violent new charges, tracking changes in that individual’s status which may allow for release, and communicates with Probation, service providers, and courtrooms to facilitate releases.
  • Works closely with Pretrial Services, the Office of Public Defender, private attorneys, and the Office of Conflict Counsel to identify individuals on a pre-trial-only holding status for whom a release plan or information sharing about changed circumstances may facilitate pre-trial release.
  • Review individuals with behavior clinic holds to ensure coordination of care with Mobile Competency Restoration and Support Team and Torrance.
  • Monitors outlier situations, such as individuals with lengths of stay outside the expected range or criminal cases with more continuances than expected, and follows up with relevant parties to move the case forward. 
  • Monitors the transfer of state-sentenced individuals and individuals who are waiting to transfer to other counties to ensure timely transfers.
  • Coordinates next steps for parole submissions that have not received a response from the judge in 30 days.
  • Works with healthcare staff to submit requests for 5B transfers to the State Department of Corrections for individuals with high-level medical needs who cannot be released to the community; follows up on requests as needed.
  • Creates systems focused on tracking data regarding resolved court cases and follows up with the magistrates on paperwork not received upon case resolution. 
  • Coordinates with the Intake System Administrator to identify areas for process improvement.
  • Identifies and investigates quality improvement needs and develops corrective action plans.
  • Coordinates with Pre-Arraignment Diversion to follow up on individuals detained in jail who can be served by community providers.
  • Documents all efforts and outcomes to support and secure continued program funding as needed.
  • Performs other duties as required or requested.

Residency: Not required to live in Allegheny County
