Position Title: Compliance Manager

Salary: $80,000 per year

Minimum Requirements:
  • A bachelor’s degree in business administration, public administration, administration of justice, or a related field AND two (2) years of experience supporting the grievance resolution process.
  • An equivalent combination of education and experience may be substituted.


Must be 18 years of age or older. Act 33/34 clearances are required prior to appointment at the cost of the applicant.

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

The Compliance Manager performs administrative activities to support the operations of the Allegheny County Jail. The Compliance Manager is responsible for accreditation, grievances, and compliance activities. The Compliance Manager reports directly to the Warden and typically works Monday through Friday. However, schedules must be flexible to include occasional evening or weekend work when additional support is needed.



Overview:


Duties:

  • Coordinate the facility's compliance with the American Correctional Association (ACA) Prison Rape Elimination Act (PREA) and Title 37.
  • Coordinates policy distribution.
  • Assists with the development and maintenance of policies and procedures.
  • Interprets policy and procedure and provides clear explanations to staff.
  • Prepares detailed reports relating to the facility's programs and operations. 
  • Audits, reviews, collects, and organizes documents to demonstrate proof of compliance with accreditation standards that must be met by the Allegheny County Jail.
  • Conducts facility inspections to ensure compliance with policies, procedures, and accreditation standards.
  • Reviews, tracks, and responds to grievances filed by the incarcerated population. 
  • Ensures the grievance process is followed and that responses are provided to the incarcerated population within the appropriate timeframes.
  • Coordinates with Allegheny County Solicitors office for matters involving lawsuits filed by incarcerated individuals.
  • Meets with incarcerated individuals to explain policies and procedures.
  • Acts as the agency's Limited English Proficiency Coordinator and ensures access to translation and interpretation services.
  • Coordinates visits to the facility for various groups, government officials, students, professors, and the Jail Oversight Board Liaison.
  • Performs other related duties as assigned or directed.

Residency: Not required to live in Allegheny County
