Position Title: Executive Director - Human Relations Commission

Salary: $114,736 - $136,325 per year

Minimum Requirements:

Preferred Qualifications: 

  • Bachelor’s degree (masters preferred) and five years of managerial experience in human relations, general human resources, equal opportunity, or civil rights advocacy work, including at least two years of supervisory and/or administrative experience; or
  • Juris Doctorate Degree and three years of professional legal or managerial experience in human rights, civil rights, labor and employment law, or other related areas; or
  • An equivalent combination of experience and training.

Position Summary:

The Executive Director is responsible for directing the County’s enforcement of anti-discrimination laws and the promotion of equal opportunity. The Executive Director is responsible for planning, developing, implementing, coordinating, and directing all operations and activities of the Allegheny County Human Relations Commission. The Executive Director is responsible for ensuring the timely and effective investigation, adjudication, and resolution of discrimination complaints; directing staff; allocating Commission resources; developing and implementing strategic plans and agency policies; coordinating funding with federal partners; and performing other related work as required. This work is performed with a high degree of independence and accountability within the framework of established laws and regulations and under the broad guidance and general direction of the Commissioners. The Executive Director will have substantive contact with employers, landlords, labor organizations, real estate brokers/sales staff, creditors, local municipal officials, and other elected officials.

Overview:


Duties:

  • Directs and conducts outreach programs, including the development of informational materials. 
  • Establishes and directs procedures for the enforcement of anti-discrimination laws. 
  • Administers, coordinates and implements programs, policies and procedures of the Commission, which prohibit discrimination in employment, public accommodations, housing accommodations, commercial space and land transactions, and in the issuance of credit, and to foster tolerance among the residents of Allegheny County. 
  • Develops standards and procedures to conduct investigations of discrimination complaints based on race, color, ethnicity, religion, national origin, alienage or citizenship, gender, age, sexual orientation, marital status or disability, to ascertain if the Commission has jurisdiction over the complaint, and to determine if the complaint has merit.
  • Monitors the progress of investigations.
  • Works in tandem with an assigned solicitor to review docketed changes, make a probable cause or no probable cause recommendation after investigation has been completed, and approve the Commission’s Letter of Determination.
  • Attends Commission meetings.
  • Serves as the liaison to other local, state and federal compliance agencies. 
  • Other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Principles and methods of promoting equal opportunity.
  • Local, state, and federal laws, regulations and court rulings related to human rights and/or civil rights.
  • Legal and administrative requirements for investigating, preparing and processing cases of alleged discrimination.  
  • Principles and practices of administration, management, and supervision.

Skill in:

  • Planning, organizing, administering, coordinating, reviewing, and evaluating Commission programs and services.
  • Developing and implementing goals, objectives, policies, and procedures.
  • Interpreting, applying, and explaining human rights and civil rights laws, regulations, and guidelines.
  • Communicating effectively with individuals from various socio-economic, ethnic, and cultural backgrounds.
  • Demonstrating proficiency in Microsoft Office Suite (Word, Excel PowerPoint, Outlook). 

Ability to:

  • Comprehend, analyze and interpret written materials, such as laws, regulations, guidelines, and administrative procedures. 
  • Gather and analyze pertinent data and draw appropriate conclusions.
  • Identify critical factors and to formulate realistic proposals.  
  • Develop and implement policies and procedures.  
  • Prepare, present and support reports to officials and the public both orally and in writing.
  • Establish and maintain effective working relationships.  
  • Assign and supervise the work of professional, administrative and clerical staff involved in the enforcement of human/civil rights statutes/regulations. 

Residency: Allegheny County within 1 year.
