Salary: $75,000.00 - $82,500.00 per year commensurate with experience

Minimum Requirements:
  • High School Diploma AND eight (8) years of experience in program supervision or management, or
  • An equivalent combination of education, training, or experience is acceptable (i.e., a Bachelor’s degree in social services, planning, public policy or a related field may be substituted for four years of experience in program management).

 

Desired Qualifications:

  • Understanding complex social needs and direct front line work with clients.
  • Experience in budgeting, monitoring, program planning, and design.
  • Background in Human Services and working knowledge of CSBG rules and regulations.

Position Summary:

The Community Action Manager, Allegheny County Department of Human Services (DHS), Office of Community Services (OCS), under the authority of the Director, Office of Community Services, has two primary functions: plan, develop and coordinate all aspects of services and funding provided by the Pennsylvania Department of Community and Economic Development (DCED) for the Community Services Block Grant (CSBG), and lead efforts to expand the portfolio of economic security initiatives and supports within OCS. The incumbent supervises one (1) Community Action Supervisor and/or one (1) Community Action Specialist. The incumbent serves as the liaison to the Community Action Association of Pennsylvania, as well as the administrator of the Community Services Advisory Council.



Overview:


Duties:

  • Supervises and oversees the work of program staff whose work is associated with Community Action and economic security.
  • Trains staff in the work and history of community action and the requirements that need to be met to achieve success; identifies areas of growth and improvement and establishes opportunities for the same.
  • Develops CSBG annual work plan and budget per DCED guidelines; secures approval of work plan and budget from OCS/DHS leadership and Community Services Advisory council prior to submission for DCED.
  • Maintains performance and reporting standards for all contracts.
  • Approves initial and modified budgets and monthly invoices.
  • Ensures annual monitoring of providers to ensure compliance with contract and program standards and to assess program quality and impact.
  • Reviews and approves monthly CSBG financial reports and invoices prepared by DHS Fiscal for DCED.
  • Maintains CSBG Contract Manual and establishes an annual training/on-boarding curriculum for contracted providers.
  • Ensures the continued functionality and quality improvement of Synergy (client management information system) and program dashboard used by community action staff and providers.
  • Manages relationships and requirements with DCED
  • Ensures all information is entered into COPOS as required by DCED.
  • Manages activities and functions to ensure compliance with CSBG 50 Organizational Standards, including the completion of a community needs assessment and report every 3 years and a strategic plan no less than every 5 years.
  • Ensures that staff, advisory board members, and staff with community partners are trained in ROMA or other quality improvement models.
  • Coordinates monitoring of CSBG by DCED through fiscal and program desk audits and on-site reviews.
  • Manages provider contracts focused on economic security and financial empowerment outside of CSBG funding.
  • Works with OCS Director and appropriate staff to identify service gaps and barriers.
  • Identifies grant opportunities to support or enhance work with clients regarding stability and economic security.
  • Stays abreast of latest research and findings from National Community Action Foundation, Community Action Partnership, National Association of State and Community Services Programs and other sources of information on best practices for economic security.
  • Performs special projects, as requested, by the Director, OCS.
  • Represents DHS in the Community Action Association of PA, a non-profit membership organization located in Harrisburg that represents the interests of community action agencies in PA.
  • Leads the work of the Community Services Advisory Council (CSAC), an advisory board required by DCED.
  • Plans meeting agendas with the CSAC president and prepare meeting materials
  • Ensures member terms are up to date and recruits members to fill vacancies.
  • Performs other related duties as assigned. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Work and purpose of community-action agencies and the Community Services Block Grant (CSBG).
  • Fiscal management policies and procedures. 

Skill in:

  • Microsoft Office Suite.

Residency: Allegheny County within 1 year.
