Salary: $65,000 - $75,000 per year

Minimum Requirements:
  • Education: Minimum of a Bachelor’s degree in Public Affairs, Public Policy, Finance, Communications, Journalism, Law, or related field.  
  • Work Experience: Minimum of three years of experience in grant writing, grant administration/management, policy analysis, project/program management, or a closely related field.

Position Summary:

The Grants Analyst collaborates with Allegheny County departments to provide hands-on assistance from grant application through close out with a focus on post-award analysis and management.   

This position, situated within the County Manager’s Office and under the Grants Manager, will have a bird's eye view of grant-related funding across the entire county, with the goal of coordinating and streamlining internal efforts to ensure the overall grants portfolio is robust and compliant.  

This role will be a crucial addition to the Grants Division, which is tasked with centralizing the County's grant functions, allowing greater capacity to successfully apply for and manage a wide range of grant opportunities from private and public agencies. This funding includes local, state, federal, corporate and foundation dollars. This role will assist in building the County’s first centralized grants repository and establish county-wide grant seeking and grant management best practices.  

The analyst should expect to spend a majority of their time problem-solving alongside the Grants Manager and various county departments, as well as performing ongoing evaluations of the county’s billion-dollar grants portfolio. The ideal candidate will have the ability to think both creatively and critically as they work to implement relevant policies and procedures to ensure County grant dollars are spent effectively and efficiently, as well as in alignment with the County Executive’s priorities and budget line items.  



Overview:


Duties:

  • Works collaboratively with the Grants Manager and all County departments to streamline and centralize grant processes. 
  • Regularly analyzes and monitors the County grants portfolio to ensure compliance and provide additional grant management support, as needed. 
  • Regularly meets with County departments to troubleshoot grant-related issues. 
  • Works with the Budget and Finance Department to identify match funding and future budget requests for grant-related projects. 
  • Maintains all necessary records and databases. 
  • Builds and maintains relationships with federal, state, and other granting agencies  
  • Edits and organizes applications, letters of support, grant contracts, and related materials. 
  • Promotes the goals and objectives of the Allegheny County Executive. 
  • Works with County personnel, outside organizations, and relevant parties to develop effective grant management strategies. 
  • Participates in all administrative functions of competitive and non-competitive grant acquisition including identification, application, receipt, monitoring, and close out. 
  • Researches and gathers data necessary for grants and grant reporting. 
  • Completes grant applications, as required. 
  • Maintains user access to various grant portals/Entity Administrator roles 
  • May participate in other special projects and/or performs additional duties as assigned. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Basic fundraising concepts and familiarity with government-specific grants. 
  • Federal, state, and local government laws and regulations regarding grant agreements and administration. 

Skill in:

  • Experience with grants management and administration with demonstrated ability to execute the life cycle of a grant, from application to implementation to completion, including budgetary oversight. 
  • Excellent interpersonal and communication skills, both written and verbal. 
  • Proficiency in data management and database systems; experience with grants management systems. 
  • Strong problem-solving skills. 
  • Financial management or basic accounting. 
  • Microsoft Office Suite.
