Salary: $41,600 - $44,500 per year

Minimum Requirements:
  • High School Diploma or equivalent AND two (2) years of related experience in Public Administration, Business Administration, Political Science, or a related field. 
  • An equivalent combination of education and experience may be substituted. 


A valid PA Driver’s license is required prior to appointment.

Position Summary:

Under the direct supervision of the Manager of Development, the Project Manager 1, Development- Vacant Property Recovery Program (VPRP) serves as the contract administrator for agreements between Allegheny County and operating agencies that advance the preservation or creation of affordable housing as well as other community development activities. The incumbent provides oversight, consultation, management, evaluation, and coordination for a variety of development projects from inception to completion. 



Overview:

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. Duties:

  • Provides technical support on Allegheny County programs and policies to facilitate communications, cooperation, and action between the operating agencies, homeowners, governmental agencies, or non-profit agencies and Allegheny County.
  • Monitors contracts with various Federal and State agencies concerning programs and funding sources.
  • Conduct desk audits and on-site inspections to provide ongoing assistance, establish systems for review and evaluation, ensure compliance with regulations and contract agreements, and initiate corrective action, if necessary.
  • Implements projects and records management system to ensure fiscal integrity and meet reporting requirements.
  • Prepares periodic status reports as required or needed.
  • Develops and/or implements new innovative and/or existing programs to increase the impact of the division’s efforts.
  • Maintains County and Departmental operating procedures.
  • Works as a team member with other Department Divisions in order to achieve the Department’s objectives.
  • Performs related duties and/or special assignments as assigned.

  • Real estate and construction practices.

  • Microsoft Word, Excel, and Outlook software programs.

  • Travel to various locations within Allegheny County.
