Minimum Requirements:
- Bachelor's Degree AND five (5) years of experience in correctional administration and/or law enforcement administration including (3) years of supervisory experience in a related field.
- An equivalent combination of education and experience may be substituted. Education may not be substituted for supervisory or management experience.
Act 33/34 clearances including PA Child Abuse Clearance Certification are required prior to appointment at the cost of the applicant.

Position Summary:
The Deputy Warden of Administration is responsible for the supervision and overall management of the administrative and budgetary functions of the Allegheny County Jail. The Deputy Warden of Administration works under the direction of the Warden and supervises all subordinates.
Overview:
Duties:
- Supervises the Business Office.
- Manages facility resources, including staff, equipment, and supplies.
- Formulates and maintains yearly budget and develops the following year's budget.
- Monitors, evaluates, audits, and inspects all program budgets and contracts.
- Develops RFPs for future contracts (food service, canteen, medical, etc).
- Generates long and short-term plans within approved budget parameters.
- Manages employee compensation and benefits.
- Develops employee safety standards and manages workers' compensation claims.
- Maintains personnel office and files.
- Ensures compliance with employee harassment and EEOC policies partnering with the Law Department and Department of Human Resources as needed.
- Monitors the Inmate Welfare Fund; tracks and reports income from outside contracts such as Federal/State prisoner housing, canteen services, telephone services, etc.
- Maintains job descriptions and facilitates professional development opportunities, including performance reviews, within assigned departments.
- Recruits, trains, and maintains adequate staffing within assigned departments.
- Strengthens community relations and develops rapport with outside agencies and the general public.
- Performs other related duties as required or requested.
Knowledge, Skills, and Abilities
Knowledge of:
- Fiscal and budgetary procedures and federal and state funding programs.
- Human resource functions and administration (e.g., Worker’s Compensation, leaves of absence, performance management, etc.).
- Securing, writing, and/or monitoring of grants.
- Project Management.
- Union contracts.
- Title 37 (state regulations for County correctional institutions).
- American Correctional Association's Standards for Adult Correctional Facilities.
Skill in:
- Microsoft Office products, including Word, Excel, Access, PowerPoint, Outlook, and Internet Explorer.
Ability to:
- Maintain confidentiality.
- Be on-call 24 hours a day as requested or required.
- Use or learn to use Allegheny County Computer systems and software.
- Supervise and direct personnel.
- Communicate effectively, both orally and in writing.
- Establish and maintain effective working relationships with supervisors, associates, outside agencies, and the public.
