Salary: $88,000-$91,400 per year

Minimum Requirements:
  • A Bachelor’s Degree in Business Administration, Finance, Accounting or a related field, AND five (5) years of professional experience in fiscal management, auditing, economic analysis, fiscal planning, or budget systems analysis, to include three (3) years of supervisory or staff management experience. 
  • An equivalent combination of education and experience may be substituted. Education may not be substituted for supervisory or management experience.

Position Summary:

Under the supervision of the Deputy Director, the Assistant Director, Finance manages, directs, plans, and coordinates all fiscal operations for the Department, including the budget, payroll, purchasing, and revenue collection functions. Incumbent integrates all activities to ensure adequate records, controls, and accounting procedures are in place. Work must be performed in accordance with Federal, state, and local standards, guidelines, and regulations.



Overview:

Allegheny County Economic Development (ACED) is a dynamic, multidisciplinary economic development agency serving the citizens of Allegheny County. Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. Duties:

  • Plans, develops, organizes, coordinates, evaluates, and directs all activities of the fiscal staff to ensure that office and standard operating procedures are followed.
  • Implements the fiscal policies and procedures of Allegheny County, Allegheny County Economic Development (ACED), and its related Authorities consistent with the requirements established by the appropriate Federal and/or State Departments.
  • Oversees and assures that adequate internal controls and record-keeping systems are in place to monitor and account for revenues and expenditures.
  • Coordinates with the Financial Advisor to monitor economic changes and recommends policy adjustments that align with their impact to identify investment opportunities.
  • Supervises the development of policies and procedures related to expenditure of funds, auditing, and fiscal record keeping.
  • Supervises and assists in the preparation of annual budgets, including preparation of revenue projections, and recommendations.
  • Consults with County officials to explain and provide information on budget requests, fund transfers, contracts, and projected revenues, or resolve issues or problems.
  • Liaises with Federal and state auditors to provide information and respond to inquiries serving as the Single Audit Coordinator for the Department.
  • Provides financial support to all levels of ACED, including attendance at monthly Manager and Authority Board meetings, maintaining financial books and records, and providing reports.
  • Oversees the monitoring of revenue and expenditures throughout the fiscal year and prepares reports on year-to-date revenue and expenditures versus projected revenue and expenditure.
  • Maintains standards for the internal account structure, procedures to provide for payment of services, reimbursement of expenditures, budgetary controls, and the preparation and submission of statements and reports.
  • Ensures the timely flow of payments to contract agencies and coordinates payments with the County Controller’s Office and County Treasurer’s Office.
  • Determines the accounting basis for books of original entry (i.e., accrual or modified accrual) in compliance with generally accepted accounting principles and practices and the funding source’s reporting requirements.
  • Reviews and processes the Department’s payroll as needed.
  • Performs other related duties as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Principles and practices of public finance, accounting, purchasing, and contracting.
  • Real estate and investment financing.
  • Techniques and methods of supervision and auditing.
  • Regulations related to federal, state, and private funding.
  • Annual budgeting processes and generally accepted accounting principles.

Skill in:

  • JDE accounting software, OnBase utility software, and HUD’s reporting system, Integrated Disbursement and Information System (IDIS).
  • QuickBooks.
  • Microsoft Word, Excel, and Outlook software programs.

Ability to:

  • Prepare and interpret financial records and reports.
  • Manage multiple and competing priorities and projects.
  • Establish and maintain effective working relationships with the Budget Department, the Controller, related fiscal staff, and other officials.
  • Apply accounting principles and practices to the operational needs of the Department and the County.
  • Communicate effectively with co-workers, Federal, State, and Local officials, and the general public.
  • Relate and work cohesively with a diversity of staff, clients, and organizations.
  • Plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, and procedures to meet the financial needs of the Department.
