Salary: $70,000.00 - $80,000.00 per year commensurate with experience

Minimum Requirements:
  • Bachelor’s degree in Accounting, Finance, Business Administration or a related field AND three to five (3-5) years of accounting, finance, or budgeting experience, or
  • An equivalent combination of education, training, or experience is acceptable.

Position Summary:

The incumbent will serve as a Senior Financial Analyst responsible for analysis and fiscal monitoring of assigned departmental budgets. Successful candidate will be required to develop and present annual Operating, Capital and/or Grant/Special Account budgets. Incumbent must demonstrate abilities to perform financial analysis and forecasting. Ability to effectively communicate with County departments in both the development of annual budgets and ongoing monitoring of expenditures and revenue is essential. The incumbent will also support Director in facilitating various analysis and recommendations to County Manager.



Overview:


Duties:

  • Participates in the development of annual County operating budgets for assigned departments.
  • Assists with analysis of departmental forecasting and financial reports to maintain revenue and expenditure controls; assists with the preparation of regular and special budget reports.
  • Provides technical and administrative assistance with cost analysis, fiscal allocation and budget preparation; consults with applicable departments to ensure budget adjustments are made in accordance with program changes.
  • Processes journal entries and understands fund accounting.
  • Performs cost-benefit analyses to review financial requests and explore alternative funding methods.
  • Reviews operating budgets to analyze trends affecting budgetary needs.
  • Compiles and analyzes accounting records and other data to determine availability of financial resources for support of requested budgets, grant and program proposals.
  • Maintains a current and thorough working knowledge of county, state and federal legislation and regulations as related to County operations; reviews and evaluates new and proposed legislation for impact on County operating and grant budgets
  • Assembles a variety of complex and sensitive information and statistical data for the preparation and presentation of reports on budget allocation and analysis.
  • Supports Grant Budget Manager in reviewing grant proposals and assisting in grant application development process and in monitoring of awarded capital funds.
  • Oversees and performs a variety of special projects and research as assigned.
  • Performs other related duties as requested or required. 

Knowledge, Skills, and Abilities

Knowledge of:

  • Accounting and interpretation of data in JDE Accounting System and/or other ERP systems
  • Statistical and analytical reporting
  • Developing and monitoring budget and grant activities
  • Fund accounting

Skill in:

  • Online data collection/submission systems and online data reporting.
  • Computer software, including advanced use of Microsoft Word, Excel, and Outlook.
  • PowerPlan, Action Tracker, OnBase.

Ability to:

  • Communicate effectively both orally and in writing.
  • Develop budgets in a team setting.
  • Examine and analyze accounting/fiscal reports.
  • Compile analytical reports.
  • Apply accounting principles to financial operations.
  • Estimate revenue and expenditure trends.
  • Interpret and apply governmental regulations.
  • Interact well with County departments and organizations and agencies relating to the budgeting process.
  • Establish positive working relationships with representatives of community organizations, state/local agencies and associations, County departmental management and staff, and the public.

Residency: Allegheny County within 1 year.
