Position Title: Project Manager 1, Municipal (Blight Removal)

Salary: $39,500 to $44,500 per year

Minimum Requirements:
  • High School Diploma or equivalent AND two (2) years of related experience Public Administration, Business Administration, Political Science, or a related field.
  • An equivalent combination of education and experience may be substituted.


A valid PA Driver’s license is required prior to appointment.

Position Summary:

Under the supervision of the Manager of the Municipal Division, the incumbent is primarily responsible for serving as a liaison between Councils of Governments (COGS), municipalities, and the Department by providing oversight, consultation, management, evaluation, coordination, and project monitoring associated with the Allegheny County Blight Removal Program as well as other municipal oriented projects from inception to completion. The Project Manager 1, Municipal (Blight Removal) also assists in the development and administration of the Allegheny County Blight Removal Program to reflect the changing needs of communities to eradicate blight.



Overview:

Duties:

  • Provides information and technical assistance on the program and policies to increase communication, cooperation, and action between eligible applicants and the County.
  • Administers the Allegheny County Blight Removal Program within the guidelines and the policies as established by the Department.
  • Works closely with Councils of Governments (COGS), municipality representatives, and other operating agencies to research and address identified blight problems and recommend potential corrective actions.
  • Manages, researches, and coordinates various projects dealing with municipalities from inception to completion.
  • Monitors and evaluates projects for compliance with regulations and contract terms/conditions.
  • Implements project and records management system to ensure fiscal integrity and to meet reporting requirements.
  • Prepares periodic status reports as required or needed.
  • Conducts on-site inspections as required.
  • Evaluates applications, reviews/revises program policies, and amends applications as needed.
  • Compiles and analyzes program data as required.
  • Performs related duties/special assignments as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Budget procedures.
  • Contract administration.
  • Construction terminology.
  • Local governmental entities, planning, and/or community development preferred.

Skill in:

  • Microsoft Word, Excel, and Outlook software programs.

Ability to:

  • Work with the public and outside operating agencies.
  • Demonstrate initiative in undertaking new activities.
  • Excellent communications skills, both written and oral.
  • Be flexible in completing tasks.                                                                   
  • Successfully meet all divisional objectives in a timely fashion.
  • Interact professionally with supervisors, co-workers, and outside agencies.

  • Adhere to Department/County policies and procedures while working under minimal supervision.
  • Travel occasionally within Allegheny County.
  • Learn and utilize County computer systems.
