Position Title: Hello Baby Program Manager

Salary: $75,000.00 - $82,500.00 per year commensurate with experience

Minimum Requirements:
  • Master’s degree in Social Work, Early Childhood, Public Health, Public Policy, or a related field AND three (3) years of experience at the level of program manager, or
  • A Bachelors degree in Social Work, Early Childhood, Public Health, Public Policy, or a related field AND four (4) years of experience at the level of program manager, or
  • An equivalent combination of education, training, and experience is acceptable.
  • Act 33/34 Clearances are required by the time of appointment at the cost of the applicant.
  • Must possess a valid driver’s license and access to a reliable vehicle.

 Desirable requirements include:

  • Understanding of complex social needs and multi-system involvement.
  • Direct front line work experience with families and young children.
  • Experience in budgeting, program planning, and design.
  • Background in health and human services, including an understanding of integrated human services systems.
  • Experience with motivational interviewing and case management.

Position Summary:

Reporting to the Assistant Director of ACDHS Office of Community Services, The Hello Baby Program Manager will lead the Hello Baby initiative, a broad multi-faceted effort to strengthen and support families of young children across Allegheny County. The Program Manager will play a critical role building on initial success, seeking opportunities for improvement and innovation, and leading the next phase of operations and development. The success of this initiative relies on cross-agency, cross-sector, and cross-provider collaboration, so the Program Manager will work closely with various managers and staff across Allegheny County Department of Human Services (DHS), providers across multiple program areas, and other key stakeholders across the county.  



Overview:

Allegheny County DHS (ACDHS) introduced Hello Baby in 2020; a voluntary network of support for parents of newborns, with the aim of strengthening families, improving children's outcomes, and ensuring the overall well-being, safety and security of both child and family. Hello Baby follows a tiered approach offering a range of support tailored to meet the diverse needs and interests of families. In addition to universal support available to all families in the county, Hello Baby offers intensive outreach and support to families at highest risk of child removal as identified by a predictive risk model and community referrals.  


Duties:

  • Supervises and provides technical assistance and individual supervision for the Hello Baby Coordinator and the Hello Baby outreach staff.
  • Assigns deliverable job priorities and reviews work produced for quality and efficiency; prepares, completes, and signs staff performance evaluations. 
  • Verifies staff time and attendance for accuracy and approves staff time, schedules (vacation, sick, personal and compensatory time) and travel requests.
  • Oversees referrals and outreach processes across multiple outreach teams.
  • Works closely with each of ACDHS’s contracted partners to support effective program implementation and monitor performance
  • Establishes partnerships with contracted providers; navigates priority access to key programs and services (including substance use, mental health, childcare and housing) for families.
  • Oversees cross-agency case review processes with the goal of systems-level learning
  • Build strong connections to programs and stakeholders within and outside of DHS (specifically CYF, OBH, family centers, homeless services) serving families and individuals with complex needs, for partnership, feedback and to create referral pathways.
  • Shares regular updates, provides training, collects feedback, and discusses common challenges with the Hello Baby System Partners, the Hello Baby Support Network, and the Hello Baby Family Council.
  • Partners with Analysis, Technology and Planning, Office of Equity and Engagement, and external research partners to track implementations, participation, outcome data, share data with partners, summarize findings and provide regular report outs to the community.
  • Seeks frequent feedback from participants and providers and leads continuous process improvement to ensure programs are designed and implemented in a way that is aligned with the needs and experiences of families and staff.
  • Identifies local and national best practices and strategic partnerships to support families of young children in Allegheny County.
  • Identifies opportunities, writes grants, and reports on both public and private funding streams for the Hello Baby Program.
  • Represents DHS in local, state and national forums pertaining to family strengthening, maternal and infant health, and child welfare prevention.
