Minimum Requirements:
- A Bachelor's Degree in Computer Science, Information Systems, Information Technology, Management Information Systems or a related field AND three (3) years of experience administering an enterprise-level line of business application.
- An equivalent combination of education and experience may be substituted.

Position Summary:
The ECR Administrator is responsible for overseeing the Enterprise Content and Records Management (ECRM)/OnBase Project Initiation and Management Process. The incumbent also plans and implements the conversion of various documents management systems by building relationships across County departments to create an enterprise system.

Duties:
- Delivers professional solutions by translating business process requirement into a technical solution through design, implementation, test, and training.
- Coordinates projects involving document and records management.
- Handles multiple concurrent activities and prioritizes responsibilities while making strategic ECRM decisions.
- Maintains subject matter expertise in ECRM technologies and surrounding business processes.
- Assures company standards for ECRM technologies.
- Manages the software licensing and vendor relationships, user training and development.
- Provides day to day application administration and maintenance.
- Serves as the principal point of contact for all hardware, database software and application software that interacts with or supports the OnBase solutions.
- Performs other related duties as required or requested.
Knowledge, Skills, and Abilities
Knowledge of:
- ECRM Technologies including development, workflow design, and engineering.
- Windows server environments including Active Directory, MS SQL, basic system administration and scripting.
- OnBase Project Initiation and Management Process.
- Hyland OnBase Certified System Administrator (OCSA) is highly desired and Hyland OnBase Certified Workflow Administrator (OCWA) would be a plus.
Skill in:
- Microsoft office products.

- Communicate complex technical concepts to both technical and non-technical staff.
- Work effectively on cross-functional project teams.
- Display strong interpersonal skills and team commitment.
- Communicate effectively, both orally and in writing.
