Minimum Requirements:
- A master’s degree in public health (M.P.H.), public administration (M.P.A.), business administration (M.B.A), or a field related to public health, health or management; AND six (6) years of experience in management preferably in public health or health care with 1-2 years of public sector experience.
OR
- A bachelor's degree in public health, public administration, business administration, or a field related to public health, health or management; AND seven (7) years of experience in management preferably with 1-2 years of public sector experience.
OR
- Any equivalent combination of experience and training.
- Graduate training at the doctoral level may be substituted for the Master's Degree or experience on a year for year basis up to five (5) years.

Condition of Employment

The Deputy Director for the Bureau of Administration at Allegheny County Health Department (ACHD) is an executive-level position reporting to the Allegheny County Health Department Director and serving as a member of the senior leadership team. The Deputy Director is responsible for the operations and fiscal management of the department, including financial oversight, review and implementation of policies/procedures, and supervision of staff. The Deputy Director, Administration oversees multiple functions of administration, including and not limited to: oversight of all human resource functions, including workforce development; fiscal areas including budgeting, payroll, grants management and reporting, procurement, fees and permits, and contracts; facilities operations including maintenance, leasing and supplies; and other areas as assigned.
The Deputy for the Bureau of Administration has executive and consultative responsibilities for planning, organizing, and maintaining a high level of professional performance. As a high-level executive, the Deputy is expected to understand the principles of change management, fiscal responsibility, and performance improvement. Supervision is exercised over lower-level administrators. As a member of the senior leadership team, the Deputy Director for the Bureau of Administration is expected to participate and contribute to departmental strategic planning, policy development and overall direction for the Allegheny County Health Department. As a point of contact for fiscal responsibility and administration, Deputy Director is expected to provide reports and analysis of financial and other data to other members of the senior leadership team. Work is performed under the direction of the Director and evaluated through completed projects, reports, conferences, observations, conformance to departmental policies and procedures and satisfactory achievement of objectives
