Position Title: Lead Discharge Coordinator

Salary: $52,530 per year

Minimum Requirements:
  • Bachelor’s degree in social work, psychology, criminal justice, or related fields AND one (1) year of program coordination/administration experience in social services, social work, recidivism, a criminal justice agency, or community-based programming. Demonstrated experience performing lead work and/or team leadership is required.
  • An equivalent combination of education and experience may be substituted. Education may not be substituted in place of experience performing lead work and/or team leadership.

 Act 33/34 clearances are required prior to appointment at the cost of the applicant. 

 It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.


Position Summary:

The Allegheny County Jail established the Discharge and Release Center to ensure that inmates are released in an organized way and with clothing, medication, transportation, housing support, and additional resources that they need to reenter society successfully. The discharge function is part of a broader reentry effort that aims to increase public safety by reducing recidivism in Allegheny County. The Lead Discharge Coordinator is responsible for implementing and tracking the discharge process in addition to assisting in the improvement of discharge from the Allegheny County Jail. The first 30 days of a client’s discharge from the Allegheny County Jail is critical and the incumbent will be assisting to identify and address the vulnerabilities to increase positive outcomes for the reentrant. Furthermore, the incumbent will ensure that the discharge process is well-coordinated with other jail services and with available community and family support. The Lead Discharge Coordinator reports directly to the Administrator of Re-Entry Services and the Deputy Warden of Inmate Programs and Services and works with the appropriate uniform and non-uniform staff.

Duties:

  • Manages and evaluates delivery of discharge planning services at the Allegheny County Jail and ensures that discharges occur collaboratively with all involved departments and in a timely fashion.
  • Oversees, evaluates the performance of, and provides supervision to all Discharge Coordinators.
  • Performs administrative duties and provides reports/data as needed to evaluate productivity and utilization of resources within the Discharge and Release Center.
  • Completes schedules to ensure coverage for the hours of operation in the Discharge and Release Center.
  • Monitors and audits time and attendance of all Discharge Coordinators.
  • always Provides training/onboarding for new employees.
  • Fulfills the duties and responsibilities of a Discharge Coordinator.
  • Facilitates the discharge process with jail staff.
  • Organizes and tracks the materials required for discharge, including the discharge checklist, and the internal and external lists of telephone and email contacts.
  • Participates in evaluations of the discharge office.
  • Tracks resources, such as bus tickets, phone calls, referrals, clothing, and medications.
  • Collaborates with colleagues and community groups in assisting and improving the release process.
  • Provides Overdose Prevention Information, Access to Narcan, and coordination to Substance Use Services, as applicable.
  • Performs other duties as requested and/or required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Correctional program services and correctional security policies.
  • PA Title 37 regulations.
  • Laws and legislation (i.e., American Correctional Association – ACA and National Commission on Correctional Health Care – NCCHC).
  • Jail and community agency resources.

Skill in:

  • Microsoft Office products including Excel.

Residency: Not required to live in Allegheny County
