Minimum Requirements:
  • Two (2) years office or administrative work experience, or
  • Associate’s degree from a two-year college or business school.
  • An equivalent combination of education, training, or experience is acceptable.

Applicants must possess and maintain a valid Pennsylvania Driver’s License throughout employment.

Position Summary:

The Certification Intake Assistant performs the initial analysis of Disadvantaged Business Enterprise (DBE) certification applications to ensure all required information and supporting documentation is provided based on the applicant’s business structure and the application checklist. This position reports to the Deputy Director.



Overview:

The Minority, Women, and Disadvantaged Business Enterprise (MWDBE) Program provides opportunities for Minority, Women, and Disadvantaged Business Enterprises (MBEs, WBEs and DBEs) to participate in County contracts. The Department certifies business enterprises as disadvantaged according to Federal Regulations and provides services and resources to help grow their business.


Duties:

  • Performs duties related to Disadvantaged Business Enterprise (DBE) certification application requirements according to Federal Regulations.
  • Reviews new incoming application packages for completeness of information and submission of required supporting documentation, requests additional information as needed, and ensures applications meet the criteria of DOT regulations under 49 CFR Parts 26 & 23.
  • Reviews and captures numerical values used to determine certification eligibility.
  • Monitors records to ensure timely submissions of required documentation.
  • Reviews annual renewals submitted by certified firms for completeness and continued eligibility.
  • Interacts with internal staff, customers, and external organizations to provide timely and accurate information in response to inquiries, concerns, and requests related to certification.
  • Coordinates and maintains official records in designated electronic formats.
  • Receives and creates files for all new, interstate, annual, change, and NAICS Code modification applications.
  • Performs other duties as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Code of Federal Regulations (CFR) Section 49 Parts 23 & 26.
  • Basic mathematics.

Skill in:

  • Microsoft Office Suite, including Word, Excel, and Outlook.

Ability to:

  • Ensure calculations are correct in application packages.
  • Organize and maintain records.
  • Learn other computer programs.
  • Work effectively with minimal supervision, alone and in a group.
  • Effectively manage time, tasks, deadlines, and multiple priorities simultaneously.
  • Communicate clearly and persuasively both orally and in writing.
  • Establish and maintain active working relationships with staff, customers, and external organizations.
