Minimum Requirements:
  • Bachelor’s Degree with major course work in the biological sciences, sanitary sciences, chemistry or other fields closely related to environmental health and four (4) years of professional environmental health work including one (1) year in a supervisory or management capacity.


OR


  • Master’s Degree in Public Health with a major concentration in Environmental Health or a field related to Environmental Health and three (3) years of professional environmental health work including one (1) years in a supervisory or management/administrative capacity.


OR


  • Any equivalent combination of experience and training.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is administrative, management and professional work in planning, directing and coordinating environmental health activities in the field of environmental health. An employee in this class is responsible for planning, directing and coordinating environmental health activities as assigned by a high level Environmental Health Administrator in an environmental health program. An important aspect of this work is providing consultative services to community and business groups, county health officials, and other agencies in the region regarding environmental health conditions. Supervision may be exercised over subordinate supervisory and other professional environmental specialists. Work is performed with considerable independence under the general direction of a higher level administrator and is reviewed for conformance to established policies and procedures and desired objectives through reports, conferences and evaluation of results.

Duties:

  • Plans, develops, directs and coordinates environmental health staff and program activities which includes supervising a staff of professional environmental health specialists responsible for the inspection and enforcement of public health environmental laws. 
  • Plans, develops, directs and coordinates a major phase of the environmental health program such as good sanitation and institutions and camps on a county-wide basis.
  • Develops plans and procedures for conducting environmental health studies and surveys and plans and directs field investigations.
  • Consults with and advises community officials, commercial and individual groups and volunteer agencies regarding environmental health activities within their jurisdiction. 
  • Develops methods and procedures to aid in community planning and program development, participates in workshops and institutes and speaks before groups regarding the prevention and correction of environmental health problems. 
  • Determines the priority of environmental health programs in a region relative to community needs, demands, budget and available personnel. 
  • Initiates and directs actions to secure compliance with public health laws and regulations pertaining to environmental health. 
  • Conducts environmental health staff conferences to interpret policies and procedures pertaining to the operational phase of the environmental health program and participates in orientation and in-service training activities. 
  • Supervises the maintenance of records, prepares reports, initiates correspondence and replies to inquiries. 
  • Responds to Public Health emergencies as assigned by the Health Department
