Minimum Requirements:
  • Three (3) years of experience as a Public Health Administrator I or II or equivalent, including two years at the manager or supervisor level.

 

OR 

 

  • Bachelor’s Degree in public health, health administration or a field related to public health and five (5) years of professional health program management experience including three (3) years at a management or supervisor level. 

 

OR 

 

  • Master’s Degree in public health, health administration or a field related to public health and three (3) years of professional health program management experience including two years at the manager or supervisor level.

 

OR

 

  • Any equivalent combination of experience and training.


Necessary Special Requirement

If you establish eligibility on the Plumbing Program Manager Open Competitive list, and your name is certified for interview, you must bring to the interview a copy of your International Code Council Certification as a Commercial Plumbing Inspector, as required under the provisions of the Pennsylvania Construction Code Act (Act 45 of 1999). Otherwise, you will not be eligible to interview and your name will be deactivated from the list.

If appointed, within 6 months of appointment you must obtain your International Code Council Certification as a Plumbing Plans Examiner, as required under the provisions of the Pennsylvania Construction Code Act (Act 45 of 1999) and within 1 year be certified as a Pennsylvania Sewage Enforcement Officer (SEO), Pennsylvania Uniform Construction Code Certification as a Residential and Commercial Plumbing Inspector, Commercial Plumbing Plans Examiner and a certified Building Code Official.

In accordance with Allegheny County Health Department Rules and Regulations, Article XV, Plumbing and Building Drainage, Chapter 1, Paragraph 101.5 states “No person appointed Chief Plumbing Inspector, Assistant Chief Plumbing Inspector, Supervisor or Inspector shall directly be engaged in business or work regulated by the Article during their employment with the Department”.

Possession of a valid automobile operator’s license and the use of an automobile during working hours. You must be able to provide your own transportation to and from the various worksites throughout Allegheny County. You will be required to travel.

Non-ACHD candidates must pass a computer literacy examination administered by the Allegheny County Health Department with a score of 75% or higher.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

If you are claiming veteran's preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.

Position Summary:

This is a highly-responsible, professional managerial position directing the activities of the Plumbing Program of the Allegheny County Health Department. This includes licensing/registration of plumbers, complaint investigation, permitting/plan review, and compliance enforcement. For regulatory purposes, this position functions as the Department’s Chief Plumbing Inspector.

The employee in this position directs, through subordinate staff, the activities of a professional and technical staff engaged in a variety of duties involving the Plumbing Program. Work involves interpreting laws, rules, and regulations applicable to plumbing and building drainage installations; developing proposed legislation and regulations; and the examination of applicants for journeyman and master plumbers' licenses. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Director of Environmental Health through reports and conferences for attainment of goals and objectives and overall program quality.
