Minimum Requirements:
  • One year of experience as an Air Quality Administrator I.


OR


  • Master’s Degree in Public Health with a major concentration in Environmental Health or a field related to Environmental Health and four (4) years of professional environmental health work experience, including two (2) years in management, one (1) year of which may be in supervision.


OR


  • Bachelor’s Degree with major course work in the physical sciences or other fields closely related to environmental health and five (5) years of professional environmental health work including two (2) years in a management capacity, one (1) year of which may be in supervision.


OR


  • Any equivalent combination of experience and training.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law. 

Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.

Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is responsible administrative management, and professional work in planning, directing, and coordinating county-wide activities or a program in the field of air quality.

The employee in this class assists an Air Quality Manager with the direction and evaluation of a county-wide program for the prevention and control of air pollution. The work in this class is distinguished from the Air Quality Administrator I by the variety and importance of the assigned duties and the greater degree of required initiative and independent judgment. An employee in this class is responsible for planning and developing a program for evaluating and controlling air pollution levels and sources in the county. Work includes implementing and coordinating all air quality inspections, developing policies and procedures, and managing the development of a high performing team through training and workforce development. Supervision may be exercised over lower administrator, professional, trainees, and clerical personnel. Work emphasis is on technical and professional competency and is performed with a high degree of professional judgment. Limited supervision is received from an Air Quality Manager who evaluates work for adherence to department policies and procedures and accomplishment of objectives.

Duties:

  • Assists in directing, planning, developing and implementing standards of a county-wide comprehensive plan for the compliance and enforcement of air pollution. 
  • Formulates standards for compliance with legal requirements; confers with county solicitors concerning legal aspects, compliance management, and enforcement problems. 
  • Evaluates county-wide Air Quality Compliance and Enforcement activities in accordance with established standards. 
  • Coordinates work of Air Quality compliance activities such as asbestos abatement, abrasive blasting, open burn, complaint response, etc. 
  • May represent the department with business, educational and civic groups on subjects relating to Air Quality; stimulates interest and community support in Air Quality. 
  • Assists in planning, developing and directing training programs for employees working in the area of Air Quality. 
  • Supervises lower level administrators, professionals, technicians and clerical personnel. 
  • Manages EPA tracking system by ensuring all compliance management activities are performed by the agreed timelines; tracking high priority violators; and ensuring minimum data requirements are maintained. 
  • Plans, develops and directs training programs for employees working in air pollution control. 
  • Responds to Public Health emergencies as assigned by the Health Department. 
  • Performs other duties as required or requested.
